Job description

Recruitment Strategy & Advisory

· Advise hiring managers on hiring authorities, recruitment strategies, and announcement options.

· Lead recruitment planning discussions to define strategy, timelines, and required documentation.

· Manage multiple concurrent recruitments in a high-volume environment, identifying risks and ensuring timely progress.

Hiring Package & Announcement Development

· Review hiring packages for completeness, accuracy, and regulatory compliance.

· Draft and post federal JOAs, ensuring correct duties, qualifications, and hiring authority usage.

· Configure and manage vacancy case files, questionnaires, and system settings in USA Staffing.

· Ensure all announcements uphold merit system principles, veterans’ preference rules, and EEO requirements.

Job Analysis & Assessment

· Work with hiring managers and SMEs to create defensible job analyses.

· Develop or quality-check crediting plans, rating criteria, and assessments aligned to OPM guidance.

· Train SMEs on structured assessment processes and oversee resume reviews and interviews.

Applicant Eligibility & Qualifications

· Review applicant documentation and determine eligibility across all hiring authorities.

· Conduct qualifications determinations using OPM standards and agency guidance.
