DESCRIPTION

• Under the general supervision of the Program Director, supervises and coordinates the activities of therapist, case managers, professional and other staff in an identifiable component of service delivery within a program.  
• Program Supervisors are responsible for assuring the implementation and delivery of services to individuals and their families in keeping with the principles of recovery, self-determination and resilience and ensure that all services are delivered in accordance with generally accepted standards of clinical practice. 
• Program Supervisors are also responsible for embodying and promoting a positive organizational culture and actively promoting program specific, agency wide and community wide collaboration to assure a comprehensive system of care for individuals and families.  

ESSENTIAL JOB FUNCTIONS

• Staff Supervision 
  • Supervise program implementation of operational policies and procedures including but not limited to staff scheduling, task assignments, consumer individual and group assignments, mainte­nance of program and operating supplies, service activity reporting, etc. 
  • Supervise assigned staff to assure development, maintenance and monitoring of approved Individual Plan of Service and Person Centered Plan goals and objectives for each assigned consumer as required by regulatory and funding parties and Authority policies, standards and procedures. 
  • Orient, train and coach staff according to Agency and departmental processes and standards, assuring that all new staff completes the orientation and training process during the probationary period.   Conducts evaluation at the completion of the probationary period assuring that staff has acquired all minimum competencies in staff job descriptions. Assure that staff complies with ongoing training and education requirements. 
  • Assess and monitors staffs knowledge and skills related to duties and responsibilities contained in their job description and in required core competencies. Develop improvement plans with employees who are not meeting required standards. Reassess staff’s job specific competencies on an annual basis as a part of a comprehensive performance evaluation. 
  • Assess and monitors staff adherence to policies and procedures, consumer rights, consumer grievance and appeals processes, code of ethics, maintenance of licensure, certification and competency requirements. 
  • Provide and document individual and group supervision in accordance with Supervision Policy.  
  • Conduct annual evaluations, assist employees in development of individual work plan, providing at least monthly feedback on progress towards goals. 
  • Assist staff in developing professional development plans that address enhanced growth and development as well as any current deficits. 
  • Provide coaching, corrective feedback and discipline as required. Consult with Department Head and Human Resources as needed.  Assure bargaining agreements and personnel policies are followed in all personnel actions. 
  • Maintain a safe work environment, free of physical hazards or harassment. 
• Program Supervision 
  • Assign, coordinate and provide clinical oversight to ongoing program operations including day to day operations as well as providing immediate clinical support in high risk, or complex clinical decisions assuring timely, responsive services to all individuals/families served. 
  • Support the application and implementation of evidence based, best practices and promising practices in conjunction with departmental plans. Assure that all clinical services delivered adhere to established standards of clinical practice protocols for the population assigned. 
  • Assess and monitors a proactive approach by all staff members toward outreach and engagement of individuals and families. 
  • Assess and monitors to ensure that services are culturally competent, trauma informed and responsive to diverse populations and needs. 
  • Assess and monitors the application of medical necessity standards and adherence to covered benefits based on individual/family eligibility for services. Monitor efficient and effective utilization standards assuring timely authorizations and proactive utilization management. 
  • Assess and monitors all services authorized and delivered comply with federal, state and program level eligibility standards and requirements. 
  • Monitors compliance at individual, team and program level with clinical procedures and established performance measures. 
  • Provide and/or delegate consumer services treatment and direct service interventions to consumers in the absence of the assigned staff when appropriate.   Assure effective assignment and distribution of staff and other resources, including assignment of coverage during any staff absences or vacancies.
  •  Establish mechanisms for regular communication and interaction at the program/team level. 
  • Communicate with the Department Head and fellow supervisors regularly, insuring coordination of activities across programs and teams. 
  • Assist in monitoring the service delivery of contractual providers as assigned to insure quality of service delivery. Coordinate with funding agency in identifying and correcting problematic performance. Assure adequate monitoring of consumer well-being with provider agencies. 
  • Participate in performance improvement and business planning processes at the team/program, departmental, Agency and regional affiliate level. 
  • Gather statistical data and reads and analyzes reports to identify and monitor trends related to the delivery of services.  Meets and confers with the Program Department Head and other agency staff to assess on-going programs services and plan new activities. 
  • Assist in the preparation of the program budget and Assess and monitor that policies and procedures related to purchases, expenditures and reimbursement are followed by all staff members. 
  • Assess and monitor the knowledge and skills of assigned staff and makes recommendations to the Program Department Head concerning staff training, which would result in the improved delivery of services. 
  • Prepares verbal, written and statistical reports as requested in any area of assigned responsibility. 
• Community Collaboration 
  • Meet and confer with representatives of other regional affiliate departments, community agencies, government officials and members of the community to develop community resources, and identify community needs. 
  • Participate in the development and implementation of community collaborations involving multiple stakeholders to support communities of interest affecting MCMHA consumers. 
  • Speak before interested groups on community mental health related topics. 
  • Participate in forums, conducts activities and supports staff individual efforts on projects or initiatives that reduce stigma, increase integration, and promotes opportunities for consumers within the community.

  • Maintain compliance with mandatory trainings, attend workshops, trainings, and engages in independent study to promote personal and professional development which will support program/departmental goals
  •  May perform program specific direct professional services based upon individual qualifications and the needs of the program at a specific time (Example:  Evidence Based Practices; PMTO; DBT; State Wraparound Facilitator certification) 
• Performs other related duties as assigned. 
• Corporate Compliance Responsibilities 
  • Complies with and maintains competence with all applicable laws, regulations, standards, and rules governed under Medicare, Medicaid, the Michigan Department of Community Health (MDCH), Michigan Department of Human Services (MDHS), Joint Commission, and any applicable funding sources.  
  • Understands, adheres and maintains competence with all MCMHA and CMHPSM standards, policies, procedures as they appear in MCMHA’s, Management of Information, Finance-Contract Management, Recipient Rights, Performance Improvement, Administration, Human Resources, Treatment Foster Care, Environment and Provision of Care Policies.  
  • Complies with and maintains competence with the Health Insurance Portability and Accountability Act (HIPAA) regulations as they pertain to privacy and confidentiality.    
  • Interacts appropriately with Managers and peers.  Performs required duties with an awareness of impact upon the Authority structure as a whole.   
  • Works as a Team Player within the entire Authority Structure. 
  • Ensures that staff are trained and evaluated on their knowledge of, and adherence to compliance policies and procedures specific to their jobs.

Education, Training and Licensing Credentials: 

• Master's Degree in Social Work, Psychology, or Counseling with State of Michigan Licensure. 
  • Master’s level such as: 
    • Licensed Master’s Social Work 
    • Limited License Psychology 
    • Licensed Professional Counselor 
• Certified Advanced Alcohol and Drug Counselor (CAADC) preferred.  If not currently certified, must be willing to receive SUD training and become certified within the first 3 years of employment. 
• A related degree and /or a limited license may be considered in lieu of the above where provider qualifications as defined under the Michigan Mental Health Code and/or Medicaid Provider Manual and appropriate supervision exist.    

EXPERIENCE  

• Three (3+) or more years of related, successful and progressively more responsible experience within the specific consumer population in which the position holds responsibility (adults with mental illness, adults with developmental disability, children with serious emotional disturbance,  developmental disability, integrated care, assertive community treatment) including  a minimum of one year experience in the examination, evaluation, treatment in the specific consumer population in at least one of the following areas; case management; Assertive Community Treatment; Crisis Intervention; or Intensive Case Management / Outreach within the last 5 years. 
• Two or more years experience supervising clinical staff. 
• Examples of related experience include: 
  • Previous supervisory experience within a behavioral health setting 
  • Service Coordination  
• A combination of the following duties in sufficient combination and duration may be considered in lieu of Supervisory experience: 
  • Chairing Committees or work groups 
  • Project Leadership or Project Management 
  • Mentoring/orienting and training new employees as a formal assignment 
  • Supervision of students  

• Internal candidates with two or more years of exemplary performance accomplishments within the program. 

 Clinical Experience must demonstrate the following clinical competencies: 

• Demonstrated knowledge and skills necessary to provide the appropriate care for the specific clinical needs and ages of the individuals served. 
• Demonstrated knowledge of the clinical needs, symptoms, and behaviors of individuals served, as well as understanding the principles of growth and development over the life span; ability to assess data reflecting each individual’s status; interpret appropriate information needed to identify each individual’s requirements in relation to his or her age-specific/population specific needs; and to provide the care needed by the appropriate age group - (child, adolescent, adult, geriatric). 

 Other Competencies and Abilities: 

• Ability to work in a complex, detail-oriented, deadline structured, busy organization.
• The following physical and mental abilities are required:  frequent lifting or carrying up to 15 pounds, must be able to hear, frequent sitting/standing/walking, ability to communicated effectively in person and/or phone, the ability to read, analyze and interpret information, ability to write correspondence and procedures, ability to maintain records, ability to remain impartial during investigative procedures, ability to solve practical problems, ability to define problems, collect data, establish facts and draw valid conclusions, ability to influence others.
