Job description

Amentum is currently seeking a Procurement Manager to lead a team of procurement professionals through the acquisition process of materials and services. This is an onsite position located in Falls Church, VA. This Manager is responsible for the procurement function, reporting on critical performance metrics of the functions, capture support, and leading vendor performance management efforts. The Procurement Manager acts as liaison with program management, business operations, procurement, quality assurance, and legal. Leads the sourcing efforts for funded and unfunded service requirements and recommends acquisition approaches to program stakeholders. Researches and develops new sources of supply and keeps informed of new service offerings, supplier performance on other Amentum programs, and price trends. Responsible for the employment, training, motivation, discipline, and performance evaluation of assigned employees. Responsible to drive process improvements and seek opportunities for optimizing the procurement process. Responsible for the compliance of the procurement files and documentation within the Information and Analytics business area. Engages with business area leadership and GSCM leadership to align organizational goals with operational needs.

Principal Accountabilities:

  • Perform duties as an authorized representative for the overall performance of all procurement and supply chain management functions within your purview.
  • Review resources, procedures, and methods to improve operational effectiveness, utility, and efficiency.
  • Recommend, develop, implement, establish, and enforce procedures to increase efficiency and improve cost effectiveness for department.
  • Adhere to AMENTUM and Federal policies for the Acquisition of direct and indirect materials and services.
  • Account for the compliance of procurement professionals being supervised.
  • Develop and administer data driven business rhythms to measure and report the effectiveness of the team.
  • Exercise a high degree of independent judgment within generally defined processes and procedures in selecting methods or techniques for obtaining solutions. Ensure that budget, schedules, compliance and performance requirements are met.
  • Lead direct reports in using GSCM tools such as Costpoint, OnPoint, and other systems.
  • Conduct regular meetings with direct reports to manage communication of corporate initiatives and policy changes.
  • Coordinate subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions in coordination with GSCM.
  • Use attention to detail and organization skills to understand work problems and procedures and ensure accuracy of subcontracts and proposals.
  • Reviews the work of others and able to detect errors or needed modifications. Ensures work products are accurate and complete.
  • Direct the work of a diverse employee population assigned to the department.
  • Perform additional duties and projects as assigned.

Minimum Qualifications:

  • Have experience working with tasking requirements include performing research on required spare parts and verify part quotes through suppliers directly and through foreign-nationals employed as buyer assistants for local-market purchases.
  • Have experience ordering spare parts and supplies according to sponsor requirements.
  • Have experience keeping current spreadsheet of spare parts costs that reflect quarterly historical information for reporting/research purposes. Sheet shall cross reference all projects requiring repair or replacement. Supervise foreign-national buyer assistant(s), whose duties shall include obtaining quotes and parts from the local market, obtaining prior approval for local procurements from sponsor representative, and making the purchase.
  • Have experience reviewing and approving purchase orders for legitimacy, price, quality, delivery and service.
  • Have experience meeting critical timelines to deliver sustainment support and emergency no-notice requirements while avoiding/preventing operational delays or work stoppage.
  • Have experience with determining best value and most expedient logistics routes and vendors to ensure consistent customer support.
  • Have experience providing oversight of procurement and receiving activities, shipment preparation, routing, logistics and inventory of goods.
  • Have experience with compliance with all local laws and regulations related to transport of goods.
  • Have experience with interacting with local logistics providers and reach back to CONUS for support on significant issues.

Knowledge & Skills:

  • Knowledge of Federal Acquisition Regulations; experience with import/export issues.
  • Strong organizational and interpersonal skills are necessary. Ability to develop and execute effective strategies is required.
  • Progressive record of successful supply chain optimization, implementation of best industry practices, and change management.
  • Experience with CPSR audits, FAR/DFAR regulations, and complying with ACO Consent processes.
  • Experience with Cost Point Procurement is preferred.
  • Excellent organizational and time management skills
  • Proficient written and verbal communication skills required for regular communication with AMENTUM executive leadership.
  • Strong computer skills, specifically in Microsoft Word and Excel
  • Active/Current Government Security Clearance and ability to maintain at the SECRET level.
  • Possess a SECRET security clearance at time of hire with the ability to obtain TS access within eight (8) months of hire. Prefer Active TOP SECRET at time of hire.

Experience & Education:

  • Bachelor's Degree in Business\Supply Chain Management or associated discipline. Four years' experience in a related field can be substituted for each year of the four-year degree requirement.
  • Ten (10) years' experience in supply chain management or related field required.
  • Minimum three (3) years management experience in a purchasing role.
  • Experience in the support of contingency operations is preferred.
  • Valid US or local driver's license and US passport required.
  • Additional experience/education may be required by contract or assignment.

Physical Requirements/Working Environment

  • Work is in normal office environment.

Travel

  • Willing and able to travel throughout the United States and internationally as required.

Compensation Details:

$20,000-$200.000
