The Estimator  – Transmission is responsible for preparing timely, accurate, and competitive cost estimates for high-voltage electric transmission line and substation projects. This role supports utility transmission construction programs, including new line construction, rebuilds, reconductoring, structure replacement, and storm restoration efforts. The Estimator  assists in project planning to ensure efficient use of labor, equipment, materials, and subcontractors in compliance with contract requirements, schedules, safety standards, and regulatory requirements.

Under general supervision, the Estimator II supports bid preparation for utility-driven transmission work scopes, including unit-price, lump-sum, and program-based contracts, while adhering to Henkels & McCoy’s Project Management Methodology and safety and quality management protocols.


Responsibilities
  • Prepare detailed cost estimates for electric transmission projects, including:
    • High-voltage overhead transmission lines
    • Structure installation and replacement (wood, steel, concrete, lattice)
    • Foundation installation and civil work
    • Conductor stringing, sagging, clipping, and fiber installation
    • Transmission line rebuilds, uprates, and reconductoring
    • Transmission-related substation and interconnection work
  • Analyze utility bid documents, drawings, specifications, and technical standards specific to transmission construction
  • Develop labor, equipment, material, and subcontractor estimates using historical cost data, productivity rates, and transmission-specific unit pricing
  • Assist with estimating for long-term transmission programs, including master service agreements and task-order-based contracts
  • Participate in site visits to evaluate terrain, access, environmental constraints, right-of-way conditions, and constructability for transmission work
  • Support change order pricing by evaluating scope changes, unit rate adjustments, outages, and field-driven transmission modifications
  • Maintain organized bid documentation, takeoffs, and estimating backups to support internal reviews and utility audit requirements
  • Coordinate with operations, engineering, project management, and supply chain teams to validate assumptions related to:
    • Structure types
    • Equipment spreads
    • Access methods (helicopter, matting, off-road, barge, etc.)
    • Outage and clearance requirements
  • Assist in developing and maintaining estimating databases, productivity models, and guidelines specific to transmission construction
  • Interface with utility clients and internal stakeholders to support bid clarifications, value engineering, and transmission planning discussions
  • Ensure all estimates comply with applicable safety, environmental, regulatory, and utility transmission standards

Qualifications
  • Experience in construction estimating, preferably within electric transmission or power delivery
  • Ability to read and interpret transmission drawings, profiles, structure plans, and utility standards
  • Understanding of high-voltage transmission construction methods, materials, and industry practices
  • Experience with computerized estimating and bidding software
  • Proficiency in Microsoft Office (Excel, Word, Outlook)
  • Strong analytical, organizational, and problem-solving skills
  • Effective communication skills with the ability to collaborate across engineering, operations, and project teams
  • Bachelor’s degree in Construction Management, Engineering, or a related field
    or equivalent combination of education and relevant estimating experience
  • 3–5 years of estimating experience, with exposure to transmission projects preferred
