Duties
Help
Plans, organizes, leads and controls the Group and subordinate unit training program to ensure combat readiness. Reviews the training of all personnel and determines method to accomplish training to include Formal Training Schools, Career Development Course (CDC), Professional Military Education (PME), Air Force Testing and On the Job (OJT) programs. Evaluates training for unit members and tracks progress via automated training records systems and other tools. Coordinates actions with UTMs, supervisors, and higher headquarters training functions at the Wing, and MAJCOM level, as appropriate. Advises the Group Commander on the execution of unit training and advises UTMs, supervisors or managers within units when actions may affect productivity or mission. Based on the distribution of skills, job proficiency, evaluations, technical evaluation, tests, etc., prepares training schedules and course outlines and determines the means by which such training can be attained; i.e., formal off base training, Field Training Detachments, Mobile Training Detachments, classroom, etc. where satisfactory arrangements cannot be made, seeks the assistance of Host Wing/Base Education and Training office or higher headquarters where no Wing/Base Education and Training Office exists. Through a planned training control program, ensures a balance of skills and skill levels within the Group's span of control. Manages the classification system to ensure all MXG personnel meet the mandatory requirements and are awarded the correct Air Force Specialty Code (AFSC). Responsible for overall management of OJT program for the Group and oversight of subordinate unit's OJT program for 15 to 20 AFSCs. Conducts Staff Assistance Visits (SAV) and identifies root cause of deficiencies and recommends corrective actions for process improvements. Conducts unit in and out-processing of personnel to include Permanent Change of Station, ETS and deploying personnel. Implements and manages training programs, policies and procedures as directed by Host Wing/Base Education and Training Office or higher headquarters where no Wing/Base Education and Training Office exists. Familiarize Group staff with training concepts, scope, methods and procedures. Coordinates and disseminates training policy and program changes to supervisors and trainers. Manages the development of education and training instructional products. Selects instructional methods that involve the development of lesson plans, task breakdowns, equipment requirements, and instructional aids when teaching the Air Force Training Course (AFTC), automated training record system, and Training Business Area (TBA). Serves as Wing POC for functional administration of Training Business Area (TBA) under Air Force and MAJCOM directive. Assists all Wing TBA users with system access and troubleshooting. Maintains Master Training Plans (MTP) guides/assists supervisors with development and monitors the use of MTPs. Schedules and conducts formal classroom instruction during the work-week. Develops educational and training objectives and measurement devices. Administers Education, Training and Distance Learning Programs. Manages the enlisted training programs for the Group and advises unit training managers with subordinate units. Researches, interprets, analyzes, and applies DoD, AF, and ANG policies, instructions and guidance by establishing and implementing training plans, policies and procedures. Plans, develops, and promotes effective utilization of media resources (examples: multimedia and distance learning). Ensures application procedures for officer and enlisted residence Developmental Education (DE) are complete and in accordance with prescribing directives. Responsible for the management of military and civilian formal school programs. Administers the Air Force Training Course (AFTC). Responsible to train personnel to instruct the AFTC as required. Serves as focal point for all Career Development Course (CDC) enrollments, reenrollments, waiver requests and two-time CDC failures for the Group and subordinate units. Provides guidance and oversight on waivers from assigned units to include: 3, 5 and 7 Skill Level technical school waivers, Time-in-Training waivers, CDC waivers, CDC reenrollments as well as two time CDC failures. Acts as the liaison between the group, units and the Force Support Squadron for all reenrollment and waiver requests. Evaluates packages for completeness and ensures accuracy and compliance with Higher Headquarters directives and applicable laws. Ensures eligibility for reenrollment. Provides reenrollment recommendation to Host Wing/Based Education and Training OPR for approval/disapproval based on all requirements being met. Notifies the Force Development Office in the event of a two time CDC failure. Provides guidance to Unit Training Manager in the assessment of options to be recommended to the Unit Commander. Performs other duties as assigned.

  • MILITARY GRADE REQUIREMENT: Due to the nature of this position, the minimum military grade of this position is Senior Airman (SrA/E-4) and the maximum military grade is Technical Sergeant (TSgt/E-6).
  • Incumbent is subject to termination due to loss or reduction in funding for this position.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours; comp time may be required.
  • DESIRABLES: Possesses Aircraft Maintenance OR Training Program Experience.
  • OPEN TILL FILLED: This is an open till filled announcement with closing dates being every 30 days from the opening date. Every 30 days, a certificate of eligibles will be issued to the selecting supervisor until the position is filled.

GENERAL EXPERIENCE: Applicant's demonstrated ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise validate the ability to perform or learn to perform the duties of the position.
SPECIALIZED EXPERIENCE: Experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position.
GS-09- Must have at least 1 year specialized experience equivalent to at least the next lower grade, GS-07. Knowledge of Army or Air Force education and training programs regarding their principles and procedures. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events.
EXPERIENCE REQUIREMENTS:
Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. Length of time is not of itself qualifying. Your experience will be evaluated on the basis of duties performed. Your record of experience and/or training must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position:
- Incumbent must possess a knowledge of and skill in applying fundamental military personnel policies, training principles, practices, methods, procedures, rules, guidelines, publications, etc., to understand respective programs and converse with managers. Advises management on implementation of standardized practices and principles for incorporating career development strategies into the workplace to remedy any barriers or problems adversely affecting employee career growth opportunities. Must have sufficient knowledge of the automated systems, personal computers, and software employed, in order to make reports (e.g., training needs survey), correspondence, and extract data. Must possess ability to analyze data/products to anticipate training needs for specific categories of positions that involve fairly well-defined and readily understood duties (e.g., administrative support and assistance), determine adequacy of training programs and/or deficiencies thereof.

- INDEFINITE: Indefinite employees may be separated with a 30 days' notice. Indefinite employees may be converted to permanent without further competition. AKNG permanent technician will retain their permanent status if selected for this position, and may be promoted, reassigned or changed to lower grade if selected for this position, and will be required to return to their permanent position unless action is made on a permanent basis. Permanent authorization may not cross service boundaries, or funding categories, (i.e., ARNG to ANG, or 176th WG to 168th WG).
- If you are a current Federal employee or former Federal employee, you must submit a copy of your latest SF-50 "Notification of Personnel Action" and/or a copy of the SF-50. You may submit your most recent performance appraisal.
- The National Guard is exempt from the Veterans Preference Act. Submission of a copy of your DD-214 is not required unless you are hired for technician position.
- If you are a male applicant who was born after 12/31/59 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency.
- Cost of Living Allowance (COLA): Entitled to 1.49% COLA in addition to base salary, subject to change.
- Direct Deposit Program: If selected for technician position with the Alaska National Guard, you will be required to participate in the Direct Deposit Program. (Salary will be automatically deposited to bank/credit union account).
