Job description

Odyssey is recruiting for a Test Engineer to join the team.  The technical expert filling this position will be a trusted advisor and consultant to the government that support the North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex-Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) and CCIC2S Enterprise Networks within the Strategic Warning and Surveillance Systems Acquisition Delta. 

As the Test Engineer, you will define executable-level requirements and developing technical solutions that satisfy them; assess existing systems and their existing requirements and designs; identifies system problems and provides solutions to address them; design and oversee the implementation of system upgrades; develop a road-map for the incremental implementation of capabilities to achieve the customer’s near-term and future goals to ensure the enterprise is expandable to meet future requirements and threats.  This position will support multiple projects and programs from NCMC-ITW/AA sustainment and the execution of existing programs and projects.  Odyssey personnel are assigned the roles of Product Owner and Product Line Manager for an Agile Release Team (ART) and/or System Delivery Team within the program office.

Program: TheNCMC-ITW/AA effortsustains uniqueITW/AA Cheyenne Mountainsystems, networks, and associated components through an enterprise-wide set of integrated mission capabilities, support services, and data products that provide military authorities with an accurate, timely, unambiguous and continuous warning and attack assessment of air, missile and space threats.TheCCIC2S effortsustains the CCIC2S Enterprise and provides data communications between external sensors and end users, mission processing for air and missile warning, and system operations functions.  The CCIC2S-EN provides a data communications architecture supporting the CCIC2S Enterprise and includes Information Assurance (IA) boundary protection for all TCP/IP communications interfaces.    

This is a full-time position at Peterson SFB in Colorado Springs, CO with telework flexibility for local candidates – subject to change per the customer’s discretion.

Duties include, but not limited to: 

  • Provide technical and engineering support for Enterprise Resource Planning (ERP) and major IT Test and Evaluation (T&E).
  • Provide technical expertise and systems engineering skills, including systems requirements definition and decomposition, top-level systems design, test design, and test coverage analysis.
  • Documenting the review, test concept development, test methodology development, test plan development, test execution, and test reporting, data reduction and analysis, and end-user operational testing.
  • Using Design of Experiments methods to plan and conduct test programs.
  • Independently prepare (or advise others in the preparation of) criteria, computation/analyses, specifications, cost estimates test plans, and technical reports in the specific area of technical expertise.
  • Review and evaluate the quantity, quality, and overall adequacy of results and conclusions drawn from accomplishment of test engineering tasks.
  • Evaluate the configuration, capability, and operational relevance of test environments and ensure they are properly available for the thorough testing of software releases (e.g., fault insertion/fault identification).
  • Deconflict schedule conflicts between multiple releases, providing high quality analysis and recommendations to the program test lead.
  • Ability to interact professionally with DoD end users, DoD customer, and contractor support personnel; this includes the ability to prepare and present briefings to these personnel.
  • Provide analysis support services of technical baseline documentation, including, but not limited to, Concepts of Operation (CONOPs), Algorithm Description Documents, System/Subsystem Design Descriptions, Software Design Documents, Interface Control Documents, Software Version Descriptions, Software Installation Plans, System Requirements Review packages, Preliminary and Critical Design Review packages, Test Readiness Review packages, Test Plans and Test Procedures.
  • Provide system/program/test engineering, technical support, and technical training to support programs/initiatives, including but not limited to: acquisition, development, integration, sustainment, continued evolution, deployment/fielding and installation, and operations oversight.
  • Provide technical recommendation support services, including reviews, studies, audits, evaluations and analyses, scientific and procedural guidance, documentation, technical analysis, and support of associated engineering IPTs.
  • Provide proposal analysis support services that compare and quantify proposed systems, components, approaches for technical feasibility, compatibility, and cost effectiveness.
  • Provide concepts and requirements analyses support services including, but not limited to, reviewing and analyzing DoD requirements, assessments, concept, strategy, and audit documentation.
  • Conduct reviews on program portfolio to evaluate and/or recommend alternative plans, improve systems engineering programs/processes, manage/sustain program technical baseline, and design/perform system-level tests to assure that subsystems and system performance are achieved in accordance with approved specifications.
  • Review and analyze system concepts and user requirements that have been approved and entered into a system requirements baseline (functional, allocated, and product).
  • Applying engineering knowledge missile warning and missile defense mission data processing systems to author and/or decompose requirements and evaluate developer solutions to ensure consistency with the enterprise architecture.

Minimum Requirements: 

Citizenship: Must be a U.S. Citizen

Clearance: Must have an active DoD Secret clearance, eligible for TS/SCI and be able to maintain it.

Education and year’s experience:

  • High School Diploma plus fifteen (15) years of directly related experience; to include eight (8) years of DoD experience; OR
  • Bachelor’s Degree in related field and twelve (12) years of experience in the respective technical discipline; to include five (5) years of DoD experience OR
  • Master’s or Doctorate Degree in a related field and ten (10) years of experience in the respective technical discipline; to include five (5) years of DoD experience.

Additional experience:

  • Understanding of all phases of the software development life cycle
  • Have the advanced knowledge, experience and demonstrated ability to perform tasks related to the technical/professional discipline as senior a Test Engineer.
  • Possess the ability to oversee and guide the efforts of junior and mid-level engineers.
  • Have a comprehensive understanding and ability to apply systems and test engineering standards, procedures and practices.
  • Ability to work independently and apply the proper procedures and processes related to the area of expertise.
  • Ability to problem solve and troubleshoot various situations to develop successful outcomes within established program/project guidelines.

Preferred Qualifications:

Clearance: Active TS/SCI

Experience:

  • Current missile warning/missile defense knowledge.
  • Experience with Theater Event System (TES) message formats.
  • Experience in aspects of missile defense systems such as Ground-based Midcourse Defense (GMD), C2BMC, BMDS sensors is desirable.
  • Familiarity with the following: Consolidated Space Operations Wide Area Network (CSO WAN), Space Data Server (SDS), CMAFS Message Processor (CMP), Space Defense Operations Center (SPADOC), Single Integrated Space Picture (SISP), and Space Deconfliction (DECON).
  • Have experience with the Agile methodology for development and sustainment of software systems.
  • Represent government interests by performing Agile Product Owner roles and responsibilities.
  • Familiarity and/or experience with emulation/virtualization technologies.
  • Familiarity and/or experience with automated testing techniques and tools.
  • Experience with the Atlassian suite of tool including Jira/Bitbucket/Confluence or Git Hub processes.
  • Familiarity or experience with continuous integration and deployment environments and tools such as Bamboo.
  • Familiarity or experience with Unix/Linux operating systems.
  • Familiar with Python, Perl, or Batch scripts for Windows.
  • Working knowledge of the following tools; Share Point, Microsoft Office Suite (Word, Excel, PowerPoint) and Rational tool sets.

Travel: Travel may be required to CONUS and OCUNS locations (approx. 10-20%)
