FOR PROPOSALS ONLY: This is a contingent position based upon contract award Job Summary: The Test Manager provides full-spectrum Test & Evaluation (T&E) leadership across Air Force acquisition and sustainment programs, supporting requirements development, planning, execution, analysis, reporting, and sustainment testing. Works with the Government Test Management Lead, Integrated Test Team (ITT), and multiple stakeholders to develop test strategies, manage resources, ensure readiness, and produce decision-quality reports. May perform Lead Developmental Test Organization (LDTO) duties per AFI 99-103 and DoDI 5000.89. Roles and responsibilities: * Apply T&E knowledge across developmental and operational testing for USAF systems.
* •Manage full test lifecycle: requirements development, planning, execution, analysis, reporting, and sustainment testing.
* Identify T&E risks, document mitigation plans, and support program risk management.
* Interpret program documents (ICD, CDD, SEP, Cyber Strategy, VOLT, etc.) and derive testable requirements and evaluation criteria.
* Define data needs for evaluating system performance, MOEs, MOSs, MOPs, R&M, CTPs, and metrics.
* Identify necessary T&E infrastructure (ranges, tools, facilities) and support resource advocacy and POM inputs.
* Lead Integrated Test Team (ITT) activities, develop TEMPs, and create test documentation.
* Manage T&E budgets, cost estimates, scheduling, tasking, contracts, and readiness activities.
* Coordinate DT&E/OT&E, test resource allocation, and system readiness.
* Oversee data collection, verify adequacy of test design, and conduct or support analysis.
* Produce clear reports and briefings for leadership and acquisition milestone decisions.
* Support avionics, weapons, OFP development/testing, and integration activities.
* Assist with flight test coordination, test aircraft configurations, instrumentation, and capability planning.
* Support B-2 interoperability, modernization installs, kit verification, and coordination with SPO, depot teams, and contractors. Work Environment: * Location: On-Site
* Travel Requirements: Minimum * Working hours: Standard Required Qualifications: * Bachelor's degree in Engineering, Systems Engineering, Test & Evaluation, or related field.
* 12+ years of USAF/DoD T&E experience (DT&E and/or OT&E).
* Experience developing TEMPs, test plans, and conducting test execution and reporting.
* Knowledge of AFI 99-103, DoDI 5000.89, and DoD T&E and risk management processes.
* Strong understanding of avionics, weapons integration, OFP development/testing, and aircraft operations.
* Experience coordinating with flight test orgs, SPOs, depots, and prime contractors.
* Strong analytical, communication, and technical writing skills.
