Job description

JRAD is seeking candidates for [a contingent / future] position supporting the [DHS Science and Technology (S&T)]. This position is [Washington DC/ possibly hybrid].


Roles/Responsibilities:

  • Plans, coordinates, and executes test and evaluation (T&E) activities to assess system performance, operational effectiveness, and mission suitability in support of the Department of Homeland Security.
  • Develops and reviews test documentation, including test plans, procedures, scenarios, and evaluation reports, ensuring alignment with program requirements and acquisition guidance.
  • Designs and conducts functional, integration, and operational testing, documenting results and identifying defects, risks, and performance gaps.
  • Analyzes test data using quantitative and qualitative methods to provide actionable insights and support evidence-based decision-making.
  • Collaborates with program managers, engineers, and stakeholders to validate requirements, refine test objectives, and improve system performance.
  • Ensures compliance with DHS acquisition policies, T&E frameworks, and applicable standards, maintaining traceability between requirements and test outcomes.
  • Supports test readiness reviews, operational assessments, and system evaluations, providing recommendations to inform milestone decisions.
  • Maintains test artifacts, metrics, and reporting dashboards, ensuring accurate communication of test status, risks, and results to leadership.


Required Skills and Education:

  • Bachelor’s degree at least 3 years’ experience
  • Engineering (or technical) experience
  • Excellent oral and written communications skills
  • Strong analytical and critical thinking skills
  • Preferred qualifications
    • Advanced degree (MS or PhD)
    • Knowledge of Department of Homeland Security Acquisition and Systems Engineering policy
