These capabilities support more than 100 Above Water Sensor, Undersea, and Combat System programs and projects within the Navy's Portfolio Acquisition Executive for Mission Systems, Maritime and Munitions, as well as clients at Naval Surface Warfare Center, Dahlgren Division, Naval Surface Warfare Center, Crane Division, and the Office of Naval Research. #FC #Dice Responsibilities We are seeking a Lead Cyber Systems Engineer (Defense Acquisition) to provide direct support to the Lead Systems Engineer and Program Protection Lead for advanced radar programs in support of a NAVSEA program office. The successful candidate will support the Program Protection Working Group and serve as the Lead Test and Evaluation (T&E) Analyst, responsible for planning, developing, and executing test and evaluation activities for new and existing Navy advanced radar information systems. The successful candidate will be adept at leading developmental and operational test and evaluation efforts across the full system life cycle-developing test strategies, plans, and procedures; validating system and security requirements; executing and witnessing test events; and analyzing and reporting results to inform systems engineering and program decisions. The candidate must be able to work from SPA's 20 M St. office in Washington, D.C., at least three days per week, and potentially up to full time depending on client needs. Expected travel is up to 10%. Qualifications Required Qualifications: * Bachelor's degree in STEM or equivalent * At least 7 years of Navy experience providing test and evaluation, engineering, or operational support, including supporting information operations, cyber operations, system administration, and systems security
* 1+ year of experience developing and executing test plans and procedures to verify system and security requirements * Hands-on experience validating controls and requirement implementations through test procedures * DISA STIGs and STIG Viewer experience * Must hold and maintain an active Department of War (DoW) Secret Clearance Desired Qualifications: * Experience supporting developmental test (DT) and/or operational test (OT) events, including test planning and Test and Evaluation Master Plan (TEMP) development * Experience working in an acquisition program office environment, with documentation, protocols, formats, and deadlines * Experience with test discrepancy/defect tracking and adjudication * Systems engineering background and experience with hardware/software integration * Cybersecurity test and evaluation experience (e.g., cooperative vulnerability and penetration assessment, adversarial assessment) * DoD 8570 Information Assurance Management (IAM) III or IAT III Certification or able to obtain in 6 months of hire SPA provides eligible employees with an opportunity to enroll in a variety of benefit programs, generally including health insurance, flexible spending accounts, health savings accounts, retirement savings plans, life and disability insurance programs, and a number of programs that provide for both paid and unpaid time away from work.
