Job Summary

This position will support the Project Management and Construction (PMC) Group at Duke Energy who is undertaking significant power expansion. Duke is focusing on a balanced mix of renewable energy sources like solar, along with new natural gas plants and advanced battery storage to meet growing demand. This position will support the Project Controls Group within PMC at Cayuga Combine Cycle Project located in Vermillion County, IN. The Project consists of 2 unit - 1x1 Combined Cycle Power Plant expecting to start mobilization in Spring 2026, and complete Construction in Fall 2030. Candidate will be expected to be on site. This position will be supporting the project controls department in cost, scheduling, change control and field verifications. Field walkdowns are expected to monitor quantity installation and schedule status verification.

The successful candidate shall demonstrate basic experience and background in Project Controls processes, including (but not limited to) accruals, invoicing, cost analysis, forecasting, risk management, and change control.

Project Controls Specialist II (PCS-II) is a position responsible for initiating and completing routine aspects of project control assignments including complex aspects of estimating, scheduling, change analysis and cost control. Therefore, PCS-II is an essential member of a project team.

PCS-II supports Senior Project Controls Specialists and project managers on varying ranked projects in accordance with Project Management Center of Excellence (PMCoE) assignment criteria. The PCS-II is responsible for performing various aspects of project control assignments using prescribed methods and tools.

The position is considered to have advanced acumen in project controls principles, and requires a higher level of cognitive comprehension and application. Demonstration comes from extensive and diverse work experience, or less experience coupled with higher levels of formal education. It requires proficient use, understanding and application of project controls principles and associated project controls software tools.

Responsibilities

  • Generate Periodic Project Controls Analytics. Create periodic project analysis of gathered data through verification and validation in order to support project controls metrics. Responsible for distributing and archiving project controls analysis as appropriate.

  • Perform Change Control. Track, trend and initiate action for changes to the project scope, schedule and cost. Analyzes change requests, gains, approval, and distributes change requests in a manner compliant with internal governance, standards and procedures. PCS-II comprehends necessary changes and applies appropriate rules established for change control associated with contract terms and conditions.

  • Project Controls Benchmarking and Self-Assessment Initiatives. Leads Under supervision of Sr. PCS or Pr. PCS works on assigned benchmarking and self-assessment initiatives relevant to project controls functions. Summarizes and communicates improvement opportunities, formulates adoption of Company and Industry best practices, incorporates actions to address gaps in performance

  • Expertise in Project Controls Methodologies. Aids Project Managers (PMs) in Work Breakdown Structures (WBS) development, project schedules, cost estimates, track and trend cash flow reports, change control documentation (scope, cost or schedule) and/or any reports associated with project controls. Tracks and reports project status performs variance, earned value and critical path analyses at a level appropriate for the project.

  • Create and Maintain Project Estimate. Work with Estimator(s) to create or create project cost estimate in order to establish effective cost controls management. Assure that project estimate includes all necessary raw materials, resource / labor rates, manufactured materials / equipment as well as current industry data relative to project scope. Manage the estimate according to PMCoE Estimating Standard and review cycle.

  • Effective Team Participation. The PCS-II is responsible for maintaining effective relationships with customers, supports the resolution of quality issues and completes assignments (proposals, project tasks, reports, etc.) as negotiated. Displays proficiency in conflict resolution and reaching win-win outcomes among team members.

  • Coordinate with field and home office staff for project controls data and reports

  • Supports project meetings on site and home office

Basic/Required Qualifications

  • Associate's degree in engineering, Project/Construction Management, Finance/Accounting, Business or other related degree and 2 plus years work related experience OR

  • HS/GED and 5 plus years work related experience in lieu of an associate's degree

Desired Qualifications

  • Bachelor's degree in Engineering, Project/Construction Management, Finance/Accounting, Business or other related degree and 3 plus years work related experience

  • Experience and background in Project Controls processes, including (but not limited to) accruals, invoicing, cost analysis, forecasting, risk management, and change control

  • Construction field experience

  • Expertise with project management / project controls concepts / computer applications / analytics

  • Software such as MS Project/MS Office Suite, Business Objects, Passport, Maximo Powerplan, EcoSys, Peoplesoft, Sword/Riskconnect, Schedule analysis software, such as Deltek Acumen

  • High proficiency in MS Excel, including (but not limited to) macros, pivot tables, advanced formulas and data analysis functions.

  • Project Management or Project Controls related certifications, such as those offered by the Project Management Institute (PMI), Association for the Advancement or Cost Engineering international (AACEi), or the Construction Management Association of America (CMAA)

  • Strong collaborative team member

Working Conditions

  • Field Classification - Work will be performed in Vermillion County, IN. at the Project Site.

  • This role will have minimal travel away from Project Site.
