Job description

The Permit Coordinator serves as the primary liaison between Flagger Force, utility clients, municipalities, and permitting agencies throughout South Florida. This role is responsible for coordinating, preparing, submitting, tracking, and expediting permits required to support utility infrastructure projects requiring temporary traffic control.

The ideal candidate possesses extensive knowledge of municipal permitting processes, including Maintenance of Traffic (MOT), Utility, Right-of-Way (ROW), and Special Event or Municipality-Specific permits. Success in this role requires established working relationships with municipal permitting departments and the ability to navigate varying jurisdictional requirements to ensure projects remain on schedule.


Client Coordination

  • Serve as the primary point of contact for clients requiring permitting services.
  • Review client work requests to determine applicable permitting requirements.
  • Coordinate permitting timelines with customers, operations, and project stakeholders.
  • Provide clients with permit status updates and anticipated approval dates.
  • Identify permitting risks that could delay project execution.

Permit Management

  • Prepare and submit permit applications for:
    • Maintenance of Traffic (MOT)
    • Utility Permits
    • Right-of-Way (ROW) Permits
    • Lane Closure Permits
    • Municipal Specialty Permits
    • Other jurisdiction-specific permits required for utility construction
  • Ensure permit packages are complete and compliant with municipal requirements.
  • Track permit approvals, revisions, renewals, and expirations.
  • Maintain accurate permit records and documentation.

Municipal Relationships

  • Develop and maintain strong working relationships with municipal permitting offices throughout South Florida.
  • Act as the liaison between Flagger Force and city, county, and state agencies.
  • Understand each municipality's permitting process, timelines, and unique requirements.
  • Work proactively to resolve permitting issues and expedite approvals whenever possible.

Operational Support

  • Partner with Operations and Field Management to ensure permits are obtained prior to scheduled work.
  • Coordinate permit revisions due to schedule changes or project scope modifications.
  • Assist in identifying permitting requirements during project planning.
  • Support business development by advising customers on permitting strategies and timelines.

Process Improvement

  • Maintain a database of permitting contacts, requirements, fees, and processing timelines by municipality.
  • Recommend improvements to permitting workflows.
  • Develop standardized permit submission procedures.
  • Monitor regulatory changes affecting utility and traffic control permitting.

Required

  • This position supports Miami-Dade County, Florida territory. The employee must reside within the assigned territory or within a reasonable commuting distance that allows for reliable and timely travel to job sites throughout Miami-Dade County, Broward and Palm Beach counties.
  • 3–5 years of experience coordinating municipal permits.
  • Strong understanding of South Florida municipal permitting processes.
  • Experience with utility construction, transportation, public works, or civil infrastructure.
  • Knowledge of:
    • MOT permitting
    • Utility permitting
    • Right-of-Way permitting
    • Municipal construction permitting
  • Excellent organizational and project management skills.
  • Strong written and verbal communication skills.
  • Ability to manage multiple permit applications simultaneously.

Preferred

  • Existing relationships with municipal permitting departments throughout South Florida.
  • Experience working with:
    • FDOT
    • Miami-Dade County
    • Broward County
    • Palm Beach County
    • Municipal Public Works Departments
  • Familiarity with utility providers such as FPL, AT&T, Comcast, Crown Castle, Lumen, Pike, MasTec, or similar organizations.
  • Experience with permitting software and municipal online permit portals.
