The Opportunity

The Enrollment and Administrative Support Specialist will assist individuals and families with enrolling in Covered California (CA) health plans prior to, and during the 2026 - 2027 Open Enrollment period. In this role, they will be responsible for providing information on health insurance plans, coverage options, premiums, and health coverage benefits; and inputting accurate individual and family information for determining eligibility for tax credits and subsidies.

Beyond Covered CA enrollment duties, they may also qualify leads for other Hively programs via telephone and email follow-up, support our CalFresh and Brilliant Baby application assistance programs, and provide backup front desk support for our Family Resource Centers, located in Pleasanton and Oakland.

What You'll Be Doing
  • Assist individuals and families with the Covered CA enrollment process, both during the Special Enrollment (Aug/Sep/Oct) and Open Enrollment (Nov/Dec) periods.
  • Provide detailed information on various health insurance plans and coverage options
  • Explain premiums, health coverage benefits, and eligibility for tax credits and subsidies
  • Input accurate personal and family information into the enrollment system
  • Make outbound calls to prospective enrollees for Covered CA and other Hively programs
  • Email prospective enrollments to qualify leads
  • Log lead qualification efforts and hand warm leads off to the appropriate Hively staff for follow-up assistance
  • Assist individuals and families with the CalFresh application process
  • Assist individuals and families with the Brilliant Baby application process
  • Provide backup front desk support for Hively's Family Resource Centers in Pleasanton and Oakland
  • Work in-person at the Oakland office 3 days a week, and at the Hively Pleasanton office 2 days a week.
  • Staff tabling and community outreach events in other cities in Alameda County as needed (estimated 2-4x/month)
What You Should Bring
  • Bilingual in English/Spanish is highly preferred
  • Ability to articulate health care terminology
  • Strong attention to detail, ensuring accuracy in all enrollment processes and documentation
  • Genuine interest in assisting individuals and families, demonstrating empathy and patience throughout the enrollment journey
  • Ability to define problems, collect data, establish facts, and draw valid conclusions
  • Experience using Microsoft Office software and Google Suite
  • Ability to communicate effectively both orally and in writing; bring a friendly and professional demeanor
  • Ability to accurately and clearly communicate an overview of Hively's programs at community events
  • Basic math skills

Preferred Knowledge, Skills and Abilities
  • BA/BS with major coursework in public health or related field
  • Previous experience in healthcare enrollment or customer service
Physical Requirements
  • Ability to sit at a desk, conference table, or in meeting rooms of various configurations for extended amounts of time
  • Manual dexterity to use a telephone and computer
  • Facility to hear and understand speech at normal room levels, and to hear and understand speech on the telephone
  • Facility to speak in audible tones so that others may understand clearly in normal conversations and over the telephone
  • Mental acuity to perform the essential functions of this position in an accurate and timely fashion; to make good judgments and decisions; and to evaluate the results of decisions and judgments

$26 - $28 an hour Salary ranges are based on industry data, and final employment offer will be determined based upon factors including but not limited to an applicant's experience, specialized skills, and internal alignment.

Note: Benefits described apply for full-time, permanent positions only. Temporary, part-time or contract roles are not generally eligible.

Note: Upon hire, the Enrollment and Administrative Support Specialist will have up to three attempts within two weeks to pass the Covered California Certified Enrollment Counselor exam (a one-hour online, open-book test requiring a minimum score of 80%). After passing, the candidate must complete a LiveScan background check to obtain certification with Covered California. Failure to pass the exam after three attempts, or an unsuccessful background check, will result in termination of employment.
