Job description

We are seeking a detail-oriented Accounting Analyst to support the Planning and Development Services (PDS) department. Reporting to and working closely with the Department's Accountant, this position is responsible for reviewing, analyzing, and responding to inquiries related to departmental financial reports, while providing accounting support across PDS branches. This position provides leadership, conceptual thinking, and analytical skills to provide advice, expertise, and consultation that supports the integrity and reliability of the department's accounting activities.

Thisposting is for 1 temporary part-time position up to 15 months

Key Responsibilities:

  • Support departmental purchasing and accounts payable processes, including purchase requisitions, purchase order management, invoice processing, coding guidance, reconciliation of open purchase orders, and resolution of Oracle-related invoicing and expense issues
  • Verify RFIs and non-PO invoices, ensuring appropriate backup, authorization and County policies/guidelines are followed
  • Monitor employee expenses and adjust GST and errors in coding cost centres and natural accounts
  • Training new staff in proper time entry in accordance with corporate/department policies
  • Maintain department accounting filing system
  • Ensure vendors are correctly billed for their contracted services and that all required documentation is received at the time of invoice
  • Serve as back up in preparing monthly permitting statistics provided to government agencies and relied upon by County leadership and Council for decision making and reporting
  • Prepare daily journal entries to reflect E-Permit payments to Oracle
  • Prepare refunds for credit card, cheque, cash and e-Permit payments
  • Process government land title invoices and prepare journal entries to reallocate charges to various cost centres
  • Process Grand & Toy purchases and prepare journal entries to reallocate charges to various cost centres
  • Update deposit liability spreadsheet and reconcile any outstanding amounts
  • Prepare monthly Safety Codes Council Remittance ย 
  • Run financial reports as needed by the Director, department managers and department accountant

Qualificationsand Skills:

  • Post-Secondary Accounting Diploma with a minimum of 2 years professional experience, preferably in a municipal setting
  • Proficient in various computer applications such as Oracle, SharePoint ย 
  • Knowledge or experience in POSSE, TD Portal would be an asset
  • Strong knowledge of Excel, Outlook, and general office/administrative procedures
  • Knowledge of PSAS (Public Sector Accounting Standard) used for financial analysis
  • Demonstrate analytical, investigative, and problem-solving skills with the ability to communicate clearly and effectively with others verbally and in writing
  • Excellent time management and organizational skills with the ability to work under pressure and within restricted timelines
  • Ability to work independently with minimal supervision, negotiate priorities on short notice and promptly adapt to an ever-changing work environment
  • Ability to recognize and deal with matters of a confidential nature in a discreet and professional manner ย 
  • Ability to learn new practices, procedures, and processes and in some instances pass that information along, or more formally teach it, to other staff members (i.e., purchase requisitions creation, PO management, change order requests, invoice receiving)
  • Proven organizational time management skills and the ability to handle tight deadlines, multiple demands and changing priorities
