The Department of Financial Protection and Innovation (DFPI) is seeking an Assistant Deputy Commissioner, Human Resources (CEA A). This position is located in Sacramento.
Under the general direction of the Deputy Commissioner of Administration, the Assistant Deputy Commissioner, Human Resources (CEA A), is a senior executive leadership role offering the opportunity to shape and guide DFPI's human resources strategy during a period of continued growth, change, and innovation. Serving as a trusted advisor to executive leadership, this position provides strategic oversight of human resources policy, compliance, and risk management while leading organizational change initiatives that support DFPI's mission, values, and long-term goals.
This role is ideal for an executive HR leader who thrives in a complex, highly regulated public-sector environment and is motivated by meaningful work with statewide impact.

Working Conditions
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each full-time employee shall receive a reduction in pay in exchange for PLP 2025 leave credits, monthly. The salary range included in the job advertisement does not reflect the reduction in pay. Employees will receive a 3 percent reduction in pay in exchange for 5 hours of PLP 2025 per month.
The incumbent must be willing to exercise flexibility and agility as well as be willing to telework (remote work) from home as needed. Telework is subject to DFPI's Telework Program Policy.
Sacramento Location: The Sacramento office is in the new state-of-the-art May Lee State Office Complex in Sacramento's River District, conveniently located next to Light Rail. On site parking available for a fee.

  • Demonstrated experience developing, influencing, and implementing department-wide human resources policies that improve organizational effectiveness, risk management, and compliance with statewide mandates.
  • Proven executive judgement in balancing legal compliance, organizational risk, employee relations, and operational realities using leadership-level experience and knowledge in multiple human resources program areas, including recruitment and hiring, classification and pay, labor relations, performance management, employee relations, workforce planning, training and development, and reasonable accommodation.
  • Demonstrated experience serving as a trusted advisor to executive leadership on high-impact personnel decisions and providing strategic leadership to managers and supervisors, including establishing priorities, setting performance expectations, and ensuring the effective implementation of HR programs and initiatives.
  • Established experience interacting with state control agencies (e.g., California Department of Human Resources, State Personnel Board, State Controller's Office, Department of Finance, etc.).
  • Demonstrated strong written and verbal communication skills, with the ability to communicate effectively with executives, internal leadership, and staff at all levels.

  • Examination Information
    This examination will consist of a review by an Executive Screening Committee of each candidate's Statement of Qualifications (SOQ) and application package. The SOQ is a narrative document that addresses specific Desirable Qualification statements, which are aligned with the requirements for the position.
