@Orchard LLC is seeking an experienced Human Resources Specialist to support a highly visible NOAA program. This position is contingent upon contract award.


The Human Resources Specialist provides personnel management and administrative support for staff, interns, and visiting personnel. This position supports workforce management processes including onboarding, offboarding, HR documentation, and access coordination for personnel working at NOAA facilities and on NOAA platforms.


Key Responsibilities:

  • Provide HR administrative support for recruitment, personnel actions, and workforce planning.
  • Assist with documentation and processing of hiring actions, details, and promotions using NOAA internal systems such as Recruitment Analysis Data System (RADS) and Automated Classification System (ACS).
  • Coordinate onboarding and offboarding processes for staff, interns, and visiting personnel.
  • Assist with CAC/eQUIP access documentation and processing.
  • Ensure HR system alignment of employees and supervisors within HR Connect.
  • Track employees telework compliance and require annual training completion.
  • Coordinate HR documentation and approvals through NOAA HR systems.
  • Maintain personnel records and HR documentation in accordance with federal requirements.
Requirements:

Required Skills & Experience:

  • Bachelor’s degree in human resources, business administration, or related field.
  • Minimum 5 years of experience supporting federal HR processes or workforce management.
  • Familiarity with federal HR systems and workforce management procedures is preferred.
  • Experience coordinating onboarding, access approvals, and personnel documentation.
  • Strong organizational and communication skills.
  • Proficiency with Microsoft Office and HR information systems.
