West Palm Beach VA Medical Center is looking for Facility Telehealth Technology Program Analyst. This position supports Connected Care/Telehealth throughout the VAMC in West Palm Beach, FL under the Connected Care Service. Increasingly, innovative telecommunication technologies are being introduced to enhance care services and improve access to scarce health care resources.

The Facility Telehealth Technology Program Analyst (FTTPA) is a full-time position that reports to the supervisor of Connected Care Service. They are required to provide critical operational and technical program support necessary to sustain all Connected Care/Telehealth operations throughout the West Palm Beach VAMC. These settings include Main Hospital Facilities, Outpatient Clinics (OPCs), Community Based Outpatient Clinics (CBOCs) and Specialty Clinics, and the Veteran's place of residence, including state-sponsored Veteran's Homes. These facilities support more than one million Veteran appointments annually. Additionally, Sharing Agreements, Memorandums of Understanding, and other types of agreements or contracts may be used by the NF/SG Veterans Health System with other federal agencies, such as Indian Health Services (IHS) and the Department of Defense (DOD), and community partners, such as universities and public organizations, to meet the growing health care needs of Veterans with the intent of enhancing the accessibility, capacity, and quality of VA healthcare.
Additional Duties Include But Not Limited To:
  • Required to provide the critical technical and program support necessary to sustain all Connected Care/Telehealth operations throughout the healthcare system, using state-of-the-art, clinical technologies and partnerships which provide access to care to Veterans.
  • Supports the delivery of health care through all Connected Care modalities: synchronous, asynchronous, remote monitoring, and software and technical support; therefore, it is imperative that they are the subject matter expert (SME) for all Telehealth, MHV, and Mobile Appliclation technologies as well as the Information Technology (IT) and Biomedical platforms, processes and systems that VA utilizes with which these technologies must integrate.
  • Responsible for supporting facility-wide Connected Care programs by ensuring smooth, efficient operation of all Telehealth modalities, especially Synchronous Telehealth programs.
  • Provides support to the Facility Telehealth Coordinator (FTC), My HealtheVet (MHV) Coordinator, and/or Supervisor in technology planning, budget preparation, coordination and implementation of program technical initiatives and implementation, management, and evaluation of all Connected Care technologies/applications and in accordance with guidance, policies and procedures issued by the VISN and the national Office of Connected Care in VA Central Office (VACO).
  • At the direction of the FTC, MHV Coordinator, and/or Supervisor, provides coordination and liaison activities with Information & Technology (OIT), Biomedical Engineering, Unified Communications Infrastructure Support (UCIS) team and other Service Lines, and works directly with the FTC and other facility staff to incorporate new technology, concepts and programs into new and existing systems.
  • Expected to work independently.
  • Serve in a versatile, flexible fashion to effectively and efficiently meet the ever-changing challenges of Connected Care programs.
  • May be assigned, as necessary, to support and assist with projects/assignments of a crosscutting nature that are the responsibility of the FTC, MHV Coordinator and/or Supervisor.
  • Provides technical support and consultative assistance for all Connected Care programs, technologies and systems.
  • Installs, configures, activates, and tests equipment, related peripherals, applications and software.
  • Provides training to the clinical staff on proper use of Connected Care technologies and systems.
  • Organizes and implements testing for compatibility of systems and equipment with remote sites.
  • Conducts site visits to determine educational and technical needs.
  • Provides technical support to Clinic-Based and Home Telehealth programs.
  • Plans and performs fault management, configuration control, and performance monitoring of all Connected Care programs.
  • Evaluates communication hardware/software and troubleshoots network related problems in technology/system operational settings.
  • Provides technical support and participation in the integration and testing of Telehealth networks.
  • Troubleshoots communication issues and repairs and maintains equipment.
  • Monitors local Connected Care network activity.
  • Files activity reports including a log of trouble tickets, technical reports, and site assessments.
  • Schedules and provides Telehealth technology maintenance, readiness, and downtime.
  • Resource to offsite technicians and IT staff providing guidance, support, planning, and consultative services.
  • Local travel utilizing a government vehicle.

Work Schedule: Monday through Friday, 7:30 am to 4:00 pm, with rotating tours of duty as needed.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/04/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
  • Specialized Experience: One (1) full year of specialized experience equivalent to the GS-09 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of Facility Telehealth Technology Program Analyst, and that is typically in or related to the work of this position. Specialized experience includes: Installs, configures, activates, tests Telehealth equipment, applications, and software; Educates staff and internal/external stakeholders; Researches and prepares cost estimate and purchase orders for new Telehealth equipment: Works closely with Biomed, vendors, IT, Office of Connected Care, National and VISN Level Hubs, etc to maintain equipment; Audits, inspects, and conducts equipment management reviews; Develops Standard Operating Procedure's, training and presentation materials; Maintains equipment inventory list (EIL); Tracks reports, including usage of equipment and workload; Assists Facility Telehealth Coordinator (FTC) with decision making, policy development, resource planning. and quality improvement; Serves as liaison for Telehealth, VACO, VISN, etc. for equipment; Implementation, management, evaluation and troubleshooting of all Telehealth technologies; Coordinates clinic set up and monitoring; Assists with administrative duties to support Connected Care program operations.. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED) . OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education, as described above, which meets the total qualification requirement for the GS-11 grade level. (TRANSCRIPTS REQUIRED)

Physical Requirements: Physical demands include above average ability, dexterity, and strength to perform the work. There will be walking, standing, bending, stooping, kneeling, crouching, reaching, carrying of items, driving of an automobile, etc. May be required to sit or stand for the majority of a normal tour of duty. Will lift and move equipment up to 20 pounds and will reach above shoulder level for technology installation or in assistance with technology installation. Fieldwork may involve travel for training activities, attendance at meetings and conferences.
