Primary Function: 

Long Wave Inc. is seeking a Technical Publications Manager to lead the development, modification, and delivery of technical publications supporting Department of Defense (DoD) programs. This position is responsible for managing a multidisciplinary Technical Publications team consisting of Data Authors, Technical Writers, and Graphic Artists responsible for developing and maintaining Interactive Electronic Technical Manuals (IETMs), NATOPS/NATIP publications, technical manuals, and associated technical data products derived from engineering source data.

The Technical Publications Manager will provide technical and functional leadership across the publication development lifecycle, ensuring technical content is accurate, complete, properly structured, configuration controlled, and compliant with contractual, customer, and applicable publication standards. This position requires strong leadership and technical publication experience, with an emphasis on S1000D, structured authoring, engineering source data analysis, and XML based publication environments.

Essential Responsibilities:

  1. Manage the development, revision, and delivery of Interactive Electronic Technical Manuals (IETMs), NATOPS/NATIP publications, technical manuals, data modules, illustrations, and associated technical data products.
  2. Oversee the development of new IETM and NATOPS/NATIP content from engineering source data.
  3. Lead the review and modification of existing data modules.
  4. Provide technical oversight of S1000D publication development.
  5. Oversee the use of authoring and technical publication tools, including EAGLE, Arbortext, and other XML-based authoring and publication environments.
  6. Manage technical schedules, resource forecasts, workload assignments, priorities, and support program milestones and contractual deliverables.
  7. Lead and support formal technical publication reviews, customer reviews, validation and verification activities, and delivery acceptance processes.
  8. Support proposal and program planning activities, including Basis of Estimate (BOE) development, staffing estimates, schedule development, technical publication planning, and identification of risks and dependencies for new and existing programs.
  9. Perform other duties as assigned.


Work Conditions: 

Employee will be working within an office environment.  Employee may be expected to travel on occasion to locations where specific PPE or attire is necessary. 



Job Requirements:

Minimum Requirements:

  1. Bachelor's degree in Technical Communication, Engineering, Information Technology, Computer Science, or a related technical field, or an equivalent combination of education and relevant professional experience.
  2. 5+ years of professional experience in technical publications, technical writing, technical data development, or a related field.
  3. 2+ years of demonstrated leadership, team lead, or management experience within a technical publications or technical data environment.
  4. Demonstrated experience developing technical publication content from engineering source data and translating complex engineering information into accurate operational and maintenance content.
  5. Ability to interpret engineering data
  6. Working knowledge of S1000D, including data modules, structured content, applicability, BREX, and Common Source Database (CSDB) environments.
  7. Experience with structured authoring and XML-based technical publication development.
  8. Strong written and verbal communication skills with demonstrated ability to communicate technical and programmatic information to employees, customers, and leadership.
  9. US Citizenship and eligibility for a DoD Security Clearance is required.
  10. Active DoD Secret clearance or higher is preferred.


Preferred Requirements:

  1. Experience supporting DoD aerospace, aviation, training system, or other complex defense programs.
  2. Experience managing technical illustrations, graphics development, and integration of illustrations into technical data products.
  3. Familiarity with MIL-STD and Navy technical publication requirements and applicable DoD technical data standards.
  4. Familiarity with Earned Value Management (EVM) and working within cost and schedule-controlled DoD programs.
  5. Experience supporting AS9100 or equivalent Quality Management System requirements.
