ProSidian Seeks a Oil and Gas Consulting Program Manager [541690 Full Time] located in The United States (East Coast) to support an engagement for U.S. Govt. Agency that has significant responsibilities in the regulation and management of hydrocarbon and geothermal resources, wind and solar energy and hydropower.  The Agency's International Technical Assistance Program (ITAP) provides assistance on technical, regulatory, environmental, and financial management for national development on a range of energy and non-energy resources. 

U.S. Govt. Agency International Technical Assistance Program (ITAP) that provides assistance on technical, regulatory, environmental, and financial management for national development on a range of energy and non-energy resources.  The ITAP manages and implements assistance programs designed to support a wide range of bilateral technical oil, gas, energy, and extractives engagements in priority countries, with the goal of furthering sustained efforts to alleviate energy poverty, ensure strong sector governance and transparency, and promote sustainable resource management. These programs include core objectives are to help establish the capacity to manage sector resources responsibly. 

Projects are focused on key areas of : 1) policy, legal, and regulatory reform; 2) technical, operational, and economic analysis; 3) financial mechanisms and market creation; 4) economic management, transparency and fiscal policy; 5) and environmental impacts and social and community issues related to resource development.  ProSidian Teams provide technical assistance and training related to four Capacity Challenges:  1) TECHNICAL understanding of resources and new extractive technologies / techniques 2) FINANCIAL management of revenues from the sector 3) LEGAL best practices for international laws and regulations 4) ENVIRONMENTAL protectins for people and environment from sector impacts.  Typical country stakeholders include:  Govt.  officials (national, municipal, regional and village levels); Legislators; national, state, and local regulators; communities (inc. vulnerable groups) potentially affected by energy projects or a lack of transparency in the sector; trade associations and chambers of commerce; professional associations, such as engineering societies; NGOs; research institutes and universities; bilateral and multilateral donors; and Other U.S. Govt.  agencies active in the country (e.g., USAID).

This is a Full-Time ProSidian employed W-2 position with commensurate benefits and competitive salary. The ideal candidate shall work to support requirements as a Oil and Gas Consulting Program Manager [541690 Full Time] and utilize professionals skills, experience, and/or technical expertise to support project requirements in a primary capacity, to include full and part-time personnel who provide advisory assistance and support on national oil, gas, and mining policy, laws, contracting and regulation.  Work to increase the institutional capacity in the oil, gas, and mining sectors, including the technical capacity and tools of the government and candidates, must be fluent in the English Language with other native languages as an acceptable compliment.  Candidates may or may not be required to work directly within the designated country or region and can commute to the work/client site as necessary to fulfill requirements of projects.  Attendance in conference calls or in-person meetings will also be required.  If Travel is required to a location that is over fifty miles one-way allowable Travel charges may be reimbursed.

The Oil and Gas Consulting Program Manager shall manage, support, participate on teams that deploy considerable expertise and capabilities in order to provide bilateral assistance on Gov-to-Gov Engagements to share experience tailored to the specific needs of individual countries.  The Oil and Gas Consulting Program Manager shall be the primary technical and managerial interface between ProSidian, The U.S. Govt. Stakeholders, and In-Country Program Beneficiaries working to support Energy, Extractives, and Renewable Energy Consulting Services.  The Program Manager may be asked to carry out activities such as:  1. Ensuring access to and recruitment of appropriate personnel to administer and respond to technical staffing needs specified in awarded Orders. 2. Overall supervision of contractor's administrative and support personnel used on this Contract 3. Supervision and coordination of appropriate technical backstopping services as needed to resolve administrative, technical, and personnel issues as they arise during the conduct of all awarded Orders 4. Monitoring all Contract Order work plans to ensure quality control, sound financial management, and timely completion of all deliverables 5. Preparation, review, and delivery of all financial, logistical, and other documents as required 6. Initiation and preparation of Contract Order documentation, including recommendation of personnel 7. Serving as the primary point of contact and liaison between The ProSidian Team and Client representative 8. Direct supervision of professional and support staff; Assembling teams of energy and extractives professionals to respond to complex assignments 9. Quality evaluation of staff performance and program deliverables and 10. Contract management, including budgeting and financial Mgmt.

Qualifications

Leadership, Communication, Government  financial management, budgeting, financial modeling, reporting, presentations and at least (10) years performing Federal Government Management in fields related to Oil, Gas, Extractives with specialty in management and operations, law, geology, policy, valuations, Corporate Finance, M&A, Energy Investments Energy Development, Energy Infrastructure, Commodities Management, and Natural Resource markets.

THE PROSIDIAN ENGAGEMENT TEAM WILL PROVIDE:  Advisory assistance and support on national oil, gas, and mining policy, laws, contracting and regulation | Advisory assistance and support to increase the institutional and technical capacity in the oil, gas, and mining sectors, and tools of the government | Improve oil, gas, and mining strategic planning and operational oversight | Strengthen economic management, transparency and fiscal policy in the oil, gas, and mining sectors | Strengthen environmental management in the oil, gas, and mining sectors

The Oil and Gas Consulting Program Manager shall have Minimum of Ten (10) years of consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and Proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position.

Oil and Gas Consulting Program Manager Education and Work Experience:

  • Advanced degree or higher is required for the Program Manager and Deputy Program Manager positions.
  • Demonstrated strong management and coordinating skills;
  • Substantial managerial and technical experience in energy and extractives issues in developing countries;
  • Practical experience working with a range of program partners, including government agencies (U.S. government and host country governments), regulatory bodies, national utilities, the private sector, NGOs, civil society, consumers, etc.;
  • At least 15 years of progressively responsible work experience in managing and administering programs of a similar nature to that described for Energy, Extractives, and Renewable Energy Consulting Services, including three years' experience working on related issues in developing countries;
  • An excellent record working with other bilateral and multilateral donors, based on demonstrated past performance, and experience working on power sector infrastructure programs; and
  • Demonstrated past experience in the energy and extractives sectors, particularly in implementing programs in developing countries, including post-conflict environments
