Position Summary: The Monitoring Program Manager provides leadership and oversight of compliance and monitoring functions within Foster Family Services. This role ensures that all programs maintain adherence to Prevention Sexual Abuse (PSA) standards, Community Care Licensing (CCL) regulations, federal and state requirements, and internal agency policies and procedures. The Monitoring Program Manager coordinates monitoring visits, supports licensing and audit processes, and drives a culture of continuous quality improvement (CQI) across all foster family programs.

Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to perform the following satisfactorily; other duties may be assigned.

Program Monitoring & Compliance

  • Oversee and coordinate PSA compliance activities to ensure programs remain in good standing with all requirements.
  • Plan, schedule, and conduct internal monitoring visits for foster family programs, providing detailed reports with findings and corrective actions.
  • Prepare for and support CCL audits, site visits, and inspections, ensuring documentation, staff, and records meet licensing standards.
  • Track, analyze, and report monitoring outcomes to identify patterns, risks, and areas for improvement.

Continuous Quality Improvement (CQI)

  • Develop, implement, and manage CQI processes that enhance program operations, service delivery, and compliance outcomes.
  • Partner with leadership to design and monitor performance indicators, benchmarks, and corrective action plans.
  • Facilitate staff training on compliance, documentation standards, and policy updates to ensure sustained quality.

Collaboration & Leadership

  • Work closely with Program Directors, Assistant Program Directors, and staff to ensure consistent application of policies and procedures.
  • Serve as the primary point of contact for external auditors, inspectors, and licensing representatives during monitoring activities.
  • Provide guidance and technical support to staff regarding regulatory requirements and corrective actions.
  • Collaborate with the AVP of Foster Family Services on strategic initiatives, risk management, and compliance planning.

Documentation & Reporting

  • Maintain accurate, organized, and secure records of all monitoring activities, audits, corrective action plans, and compliance communications.
  • Prepare and deliver regular reports to the AVP, executive leadership, and regulatory agencies as needed.
  • Ensure timely submission of compliance-related documentation and responses to regulatory bodies.

Other Duties as Assigned

  • Support evolving program needs to ensure youth safety and organizational compliance.
  • Assist with special projects, external reviews, or audits as directed by leadership.

  • Minimum of 3–5 years of experience in foster care, residential care, or child welfare settings, with a demonstrated focus on compliance, monitoring, and/or quality assurance.
  • Demonstrated knowledge of Community Care Licensing (CCL) regulations, ORR/PSA compliance requirements, and state/federal child welfare standards.

Education/Experience: Required: Bachelor’s degree in Social Work, Human Services, Public Administration, or related field; OR equivalent combination of education and relevant experience. Preferred: Master’s degree in Social Work, Public Administration, or related field.

Language Ability: Read, analyze and interpret business, professional, technical or governmental documents. Write reports, business correspondence and procedure manuals. Effectively present information and respond to questions from managers, customers and the public.

Mathematical Ability: Add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Compute rate, ratio and percent, and draw and interpret bar graphs.

Reasoning Ability: Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills:
