Job Description:

Seize your opportunity to make a personal impact supporting the Case Management Modernization (CMM) Program. The CMM program is an initiative to support the Administrative Office of the US Courts (AO) in developing a modern cloud-based solution to support all 204+ federal courts across the United States.

The Deputy Technical Program Manager will lead the CMM Data Modernization and Governance team in delivering an integrated data governance, engineering, data platform, reporting, analytics, and Artificial Intelligence (AI)/Machine Learning (ML) capabilities that support operational decision-making and fulfill AO's data and analytics objectives in support of the CMM program.

The successful candidate will be an experienced program leader with a long track record of successfully managing programs/projects with similar operations scope. The Program Manager is responsible for supervising all personnel, managing senior-level customer relationships, and overseeing delivery driving process and quality improvement. The successful candidate will be a change agent, not content with the status quo. Outstanding written and verbal communication skills are essential in this role. The role requires the ability to successfully juggle priorities in a fast-paced environment with multiple concurrent work streams. The successful candidate will thrive on the challenge and help the teams achieve a high degree of operational maturity.

The Deputy Technical Program Manager will execute the following responsibilities:

  • Act as the single point of contact to oversee contract execution and ensure alignment with strategic goals.

  • Provides contract coordination, performance accountability, and strategic stakeholder engagement.

  • Operates with full authority to act for the Contractor on all contract matters relating to daily operations.

  • Serve as the senior technical authority across all development, architecture, integration, and modernization activities.

  • Define the program's technical strategy, architecture vision, engineering standards, and modernization roadmap.

  • Ensure technical alignment with enterprise, security, and compliance standards.

  • Manage internal and external communications strategy, reporting, and coordination.

  • Responsible for the overall performance of the call order such as formulating work standards, assigning Contractor schedules and resources, reviewing performance, cost, and budget information; supervising Contractor personnel; and communicating policies, purposes, and goals of the organization to subordinates.

  • Ensure desired results by determining and implementing objectives and allocating appropriate resources.

  • Manage the development, operations, and implementation tasks using Agile Project Management techniques.

  • Create and maintain a roadmap, aligning tasks with organizational strategy, vision, and business outcomes for the CMM effort.

  • Facilitate project meetings, document meeting summaries, capture key decisions, and track action items.

  • Develop and maintain an Integrated Master Schedule (IMS) to include milestones, dependencies, and other details.

  • Provide biweekly Agile reports such as sprint reports, backlog reporting, sprint burndown charts, sprint retrospective reports, risk registry, etc.

  • Develop and update the Risks, Assumptions, Issues and Dependencies (RAID) log, and other project management related artifacts.

  • Perform risk identification and mitigation. Identify and communicate technical, operational, and business risks; develop mitigation strategies.

  • Provide transparent reporting, with regular updates to stakeholders on progress, risks, financials, and outcomes.

  • Provide the COR and government leads with analysis and research, of alternatives, and solution and design options related to the Case Management Modernization effort upon request.

QUALIFICATIONS:

  • 10+ years' experience in IT Management including technology solutions delivery with emphasis on data governance strategy, standards development, implementation, operation support, and change management services to accelerate modernization efforts.

  • The Deputy Technical Program Manager must possess bachelor's degree from an accredited college or university.

  • The Deputy Technical Program Manager must possess a Project Management Professional Certification (PMP).

  • Expertise in overseeing teams dedicated to big data cloud solution architecture, cybersecurity, data management, business intelligence and analytics.

  • Excellent customer-facing skills with experience briefing senior executive leadership.

The likely salary range for this position is $128,039 - $173,229. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
