Job Summary
The Technical Compliance Manager ensures data integrity across platforms through regular reporting, cross-checks, and supportive school-level training. The employee works with teachers to prepare and manage a database for all special education students and services at assigned school locations. This position operates strictly in a non-directive, administrative advisory capacity to streamline backend record-keeping and file migrations, empowering school-level staff to maintain continuous state and federal regulatory compliance.
Essential Functions
  • Database Maintenance & Technical Support:
    • Works collaboratively with teachers to establish, update, and prepare specialized databases and tracking tools for all assigned special education students and associated services.
    • Modernizes and supports in updating teacher tracking spreadsheets on a rolling monthly basis to reflect real-time enrollment, service, and placement modifications.
    • Inputs and synthesizes compliance data into district and state student information systems to ensure accurate information is recorded in a timely, secure manner.
    • Leverages automated data-validation processes to identify discrepancies in student records before reporting cycles.
  • Records Management & Compliance Facilitation:
    • Organizes, archives, and systematically updates active and inactive physical student files in compliance with FERPA and IDEA regulations.
    • Prepares and packages student compliance files for end-of-year processing, facilitating secure transfer to subsequent educational locations or next-grade placements.
    • Cross-references database entries against physical files to verify that all mandatory compliance documentation remains current, complete, and readily accessible for formal audits.
    • Submits validated, high-integrity monthly data changes and compliance reports to district office leadership personnel.
  • Administrative Operations & Support Coordination:
    • Conducts ongoing non-directive, supportive outreach to teachers and school-site staff with coordinators to assist them in meeting data-entry deadlines and technical compliance standards.
    • Maintains accurate, detailed logs of field mileage and site-visit schedules incurred during mobile school-support deployments.

Required Knowledge and Skills
  • Spreadsheet Formulation and Data Analysis: Advanced proficiency in manipulating spreadsheet formulas and data filtration systems within Microsoft Excel or Google Sheets to handle large datasets securely.
  • Special Education Records Standards: Comprehensive foundational understanding of document retention, file organization, and student privacy laws (FERPA/IDEA) surrounding sensitive special education records.
  • Detail Orientation and Quality Control: Strong organizational skills with an acute attention to detail, enabling the identification of minor data anomalies, missing signatures, or scheduling discrepancies across hundreds of active files.
  • Supportive Communication & Collaboration: Strong interpersonal skills to interface positively and productively with colleagues, teachers, and administrators, maintaining a helpful, non-directive customer-service posture.
  • Autonomous Task Management: Demonstrated ability to work independently, execute structured workflows without constant direct supervision, and meet rigid monthly reporting timelines.
  • Professional Conduct: Ability to strictly maintain standards of professional conduct, handle confidential student data with absolute discretion, and represent the central district office professionally.

Required Education, Training, and Qualifications
  • High school diploma or equivalent.
  • Valid Driver's license for traveling between district school sites.

Required Prior Experience
  • None required for baseline entry.
  • One to two (1-2) years of clerical, data entry, or administrative support experience within a K-12 public education setting or specialized records management environment is preferred.

  • Autonomously determines the optimal formatting, layout, and sorting methods for tracking spreadsheets within predefined district compliance guidelines.
  • Prioritizes the daily sequencing of school-site technical support requests and data-entry workflows to satisfy monthly district submission windows.
  • Flags administrative inconsistencies or missing data fields for teacher review, determining when an entry requires escalation to department supervisors.
