Position Summary:
The Manager of NERC Compliance oversees a staff of professionals supporting the administrative aspects of Everline’s North American Electric Reliability Corporation (NERC) and Federal Energy Regulatory Commission (FERC) Standards of Conduct compliance programs. Responsible for the management, development, implementation, and monitoring efforts toward ensuring compliance for various electric utility clients around the United States. Collaborates both internally and externally regarding NERC and regional regulatory agencies on compliance matters. Accountable for continuous improvement of the NERC compliance program, its policies, procedures, training materials, and asset lists. Maintains knowledge of current and future regulatory requirements and assesses their impact to the organization.
Major Duties and Responsibilities:
- Manage Everline’s high impact Control Center, NERC compliance program
- Develop and implement plans, schedules, procedures, internal controls, tools and processes required to establish and maintain a comprehensive NERC Reliability Compliance Program with a particular focus on applicable NERC GO, GOP, TO, TOP, and BA O&P and high impact NERC CIP Control Center.
- Lead a team of NERC compliance program coordinators, specialists, engineers, and technical experts to maintain compliance with NERC Compliance standards.
- Oversee NERC compliance monitoring activities to include but not limited to audit, self-certification, and spot-check coordination, RSAW development, gathering/preparing compliance evidence and documentation, and self-report and mitigation plan development and response actions.
- Ensure staff have the resources and training they need to achieve their mission.
- Strong technical understanding of mandatory Reliability Standards, including best practices for program design and internal controls.
- Review standards under development to identify potential business impacts and offer comments during their development that support and benefit our fleet.
- Track modifications to Reliability Standards to ensure processes, procedures, internal controls, and training activities are completed in advance of the effective date for the modified/new standards.
- Assess, identify, and prioritize NERC compliance risks for mitigation.
- Establish and maintain effective relationships with industry associations, regional entities and reliability agencies, and internal stakeholders to promote business goals and compliance with requirements.
- Provide periodic status reports and performance metrics to executive leadership
- Track, Develop, Implement, and provide required Control Center training to Operations, Engineering, and Support staff
Knowledge, Skills, Abilities and Other Personal Characteristics:
- Experience working for a Regional Entity, NERC, FERC, or state equivalent (e.g., a PUC)
- Demonstrated working proficiency in the NERC Reliability Standards across both O&P and CIP
- Demonstrated working proficiency in the NERC Registration framework and processes, including Inverter-Based Resources and renewables
- Strong project management skills
- Strong communications skills, including both written and verbal communication
- Strong critical analysis and problem-solving skills
- Highly developed organizational and management skills
- Ability to manage multiple time-sensitive priorities without diminished effectiveness
- Demonstrated ability to lead people and teams
- Ability to travel as required (estimated 20%)
Minimum Requirements:
- Bachelor’s degree in computer science, Information Science, Cyber Security, Electrical Engineering, Business Administration, Business Process Management, Auditing, Risk Management.
- 8+ years working experience in a combination of the following disciplines: NERC Compliance, Information Technology (IT), Cyber Security or comparable experience with emphasis on technical and security domains, Auditing or Risk Management, Electric Utilities experience subject to NERC Standards, Previous supervisory experience preferred.
Desired but not Required:
- MBA or similar advanced degree in engineering, business, finance, and/or economics discipline.
- Consulting experience (internal or external) in delivery role
- Consulting experience with business development responsibilities
- 15+ years working experience in a Reliability Compliance field for an electric utility, a Region, NERC, FERC, or similarly structured or related regulatory body
- Specific work experience related to any of the following:
- Bulk Electric System (BES) and power systems Electrical Reliability
- NERC/FERC Enforcement or Auditing
- Critical Infrastructure Protection (CIP) and Operations and Planning (O&P)
- CIP Medium (and High) Impact experience desired
- Internal Compliance Program Assessment
Work Environment:
While performing the duties of this job, the employee will regularly work within an office environment and is required to sit and use hands to finger, handle, or feel. The employee is frequently required to reach with hands and arms and talk and listen. The employee is occasionally required to stand, walk, climb or balance and stoop, kneel, crouch, or crawl. The employee must regularly lift and /or move up to 10 pounds, frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision.
This position will work a hybrid schedule of 3 days in our Ellington office location.
The noise level in the work environment is usually quiet.
