Job Description
GENERAL DESCRIPTION:
The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed. The Director of Facilities Management and Capital Projects is responsible for the facility-based capital projects. Performs highly advanced (senior level) managerial work by providing direction and guidance in strategic operations, capital project planning and implementation, project management, and the development and implementation of a comprehensive facility management program for TDEM. Work involves establishing the strategic plan and goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and reviewing and approving budgets. Responsible for overseeing the TDEM Facilities and the construction of large-scale projects. Plans, assigns, and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
This position is at-will status and serves at the discretion of the agency head.
*Salary is a fixed rate and is non-negotiable.
*This position is located on-site and not subject to telecommuting.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
  • Provide agency project management and coordination for facility-based capital projects, including consultant selection, contract support, quality assurance, plan and cost review, schedule and budget management, and oversight of contracts, pay requests, and change orders.
  • Conduct activities in coordination and collaboration with TDEM executive leadership and TAMUS Facilities, Planning, and Construction group.
  • Oversees Regional Emergency Operation Center (REOC) contracts and construction across the State.
  • Responsible for directing consultants and monitoring projects, including regular status updates from initial concept through project completion.
  • Review and negotiate architectural and engineering plans, drawings, specifications, designs, and related reports and studies.
  • Oversee and coordinate the development and preparation of plans, specifications, and cost estimates for facility-based capital projects; prepare cost/benefit analysis.
  • Facilitate Owner-Architect-Contractor (OAC) meetings, coordinate effectively with design teams, and cultivate strong, professional owner relationships to support alignment, timely decision-making, and successful project execution.
  • Work with architects, engineers, and contractors to ensure building plans meet code requirements.
  • Ensure adherence to quality standards and regulatory requirements, proactively identifying and resolving issues to maintain compliance, operational integrity, and continuous improvement.
  • Develop, implement, manage, and maintain a facility management program for all TDEM facilities.
  • Review and enforce facilities and construction guidelines, procedures, safety standards, and applicable regulations, ensuring compliance throughout planning, construction, and maintenance activities.
  • Oversee maintenance and operations of TDEM facilities.
  • Conduct a variety of grant-related duties; research and identify grant funding opportunities; prepare grant applications for TDEM and oversee all grant-related processes once funding is received.
  • Perform a variety of budgetary and financial functions; monitor expenditures; prepare and recommend budgetary adjustments as necessary.
  • Own and execute cost forecasting, margin protection, contingency management, and change order strategy to ensure financial performance, risk mitigation, and contract compliance.
  • Compose, prepare, review and approve a variety of documents including technical reports and letters, memoranda, specifications, proposals, contracts, studies, and other correspondence.
  • Provide oversight of facilities leasing contracts.
  • Direct facilities leasing and construction initiatives, including build-outs, renovations, and capital projects, ensuring projects are delivered on scope, on schedule, and within approved budgets.
  • Represent the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
  • Plan, develop, implement, coordinate, monitor, and evaluate policies and procedures.
  • Plan, assign, and supervise the work of others.
  • Face-to-face and person-to-person interactions are required.
  • Maintains a regular course of attendance during authorized work schedule and work extended hours when needed.
  • Ability to travel 40%.
  • Perform related work as assigned.

MINIMUM QUALIFICATIONS:
Education - Master's degree or an equivalent combination of training and experience.
Experience - Ten (10) years of progressively responsible management positions. Three (3) years of supervisory experience. Experience in facilities management, project management, construction, infrastructure, program management, public administration, or business administration is preferred.
Preference for degree or experience in project management, construction management, civil engineering or construction engineering technology, or related disciplines.
*Additional work experience of the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree may be substituted in lieu of work experience.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of facility-based project management, including construction processes, techniques, and materials.
  • Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management.
  • Knowledge of facilities management principles, building systems, and infrastructure.
  • Knowledge of space planning, workplace strategy, and occupancy planning.
  • Knowledge of applicable building codes, safety regulations, and compliance requirements.
  • Knowledge of procurement processes and contract administration.
  • Must exercise excellent interpersonal skills to include poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with internal and external customers.
  • Highly efficient in ensuring projects run smoothly according to established policies and vision.
