Responsibilities
Noblis MSD NAVWAR Operations is seeking a Program Manager in San Diego, CA to support the San Diego organization in Program and contract management in the management of various large Navy programs. The scope includes working with the program management office, Operations Director, contracts, project control and business development.
The candidate will provide financial and program execution oversight and new business development. Candidate will work directly with the government technical and contractual teams in daily execution. Work supports the Naval Information Warfare Center Pacific (NIWC Pacific) PEO C4I / PAE Mission Systems work. The program manager will be responsible for the staffing and financial oversight for their projects, and the daily management of activities. Candidate will be responsible for advising on contract administer, task order management, financial performance and customer interface. execution and completion of technology solutions projects. Required to perform budget analysis, labor planning, and coordination of activities with team and client. Responsible for the monitoring of projects to completion from initiation through delivery to meet revenue and cost projections.
  • Program Manager for IDIQ prime and subcontracts.
  • Review and manage single award and competitive task orders
  • Management and oversight of pricing, and staffing
  • Develop and review schedules of milestones and objectives for current programs.
  • Conduct program reviews with clients and sponsors.
  • Conduct ongoing surveillance of tasking including metrics tracking and analysis.
  • Monitor all expenditure, conduct financial review.
  • Conduct management reviews and briefings.
  • Development and maintenance of project plan
  • Support business development opportunities

Required Qualifications
  • Bachelor's degree in business management or similar discipline plus 8 years experience OR Associate's Degree + 11 years OR High School diploma and 14 years
  • At least 5 years of experience managing a varied staffing team of Junior and senior staff
  • Able to complete Project Management Professional (PMP) within one year of hire
  • 10 years of management experience in Navy programs
  • Secret clearance required with ability to obtain a Top Secret clearance.
  • Must be a US citizen.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $194,500.00 - USD $304,000.00 /Yr.
