Clearance: Active DoD Secret Clearance


Work Schedule: Fulltime, On-site, Quantico, VA; limited travel as required (<10%)


Role Overview:

The MOCTT Lead, who also serves as the Program Manager (PM), provides overall leadership and direction for the Marine Air-Ground Task Force Operations Center Training Team (MOCTT). This role is responsible for total program execution, ensuring all Performance Work Statement (PWS) requirements are met across cost, schedule, and performance objectives. The MOCTT Lead oversees personnel, training delivery, quality assurance, and information security compliance. Serving as the primary interface with the Contracting Officer (KO) and Contracting Officerโ€™s Representative (COR), the MOCTT Lead manages all data deliverables, version control, and reporting. Located at MISTC HQ in Quantico, the MOCTT Lead also serves as a Site Lead and provides direction to subordinate site leads, ensuring alignment with Marine Corps Instructional Systems Design (MCISD) and Systems Approach to Training and Education (SATE) standards.

  • Experience developing and executing Battle Staff Training Exercises (BSTEX) and other operational training events
  • Proficiency in implementing ISO 9001 Quality Management Systems (QMS) and ISO 27001 Information Security Management Systems (ISMS)
  • Familiarity with Quality Control Plans (QCP) and Quality Assurance Surveillance Plans (QASP)
Requirements:

Education & Certifications

  • Bachelorโ€™s degree preferred (education, management, or related field)
  • PMI Project Management Professional (PMP) Certification preferred

Experience Requirements

  • 15 + years of progressive experience in military training, operations, or curriculum development
  • Prior leadership experience at a formal learning center or training detachment
  • Demonstrated experience managing contracts or programs of similar scope and complexity

Additional Responsibilities and Leadership Scope

  • Serves as the primary Point of Contact for all program and contract management activities
  • Oversees maintenance of the ISO 27001-compliant Information Security Management System (ISMS) in coordination with the MISTC HQ ISSM/ISSO
  • Maintains overall responsibility for contract quality and performance, monitors monthly metrics, and coordinates corrective actions for non-conformances
  • Collaborates with the Corporate Quality Manager to ensure QCP/QASP compliance, perform process audits, and chair the Quality Management Review Board (QMRB)
  • Leads continuous improvement and risk-mitigation initiatives, ensuring contract alignment with Marine Corps and DoD standards
  • Develops and executes the Mobilization Plan for contract start-up and transition, including onboarding, site establishment, and GFE/GFI coordination
  • Directly oversees HQ functional experts, including the Faculty Development Lead, Senior Instructional Designers, Graphics/Media Specialists, and Senior C2 Systems Analyst
  • Coordinates with the Senior Systems Engineer to ensure the security, reliability, and performance of all training networks
  • Conducts monthly Program Management Reviews (PMRs) with the COR, reviewing status, risks, and corrective actions
  • Ensures each Site Lead maintains decision authority to meet local requirements while remaining aligned with overall MOCTT direction
