The DOT/TSA Program Manager is responsible for ensuring FlightSafety's compliance with all US DOT and TSA regulations, as well as acting as the company’s main point of contact for both programs.
- Provide day-to-day guidance on the USDOT Drug and Alcohol Testing Program to all Drug Testing Site Coordinators (DTSC) and alternates, Human Resources (HR) representatives, Talent Acquisition employees, Flight Instructors, and Directors of Quality (DOQs)
- Provide day-to-day guidance on TSA regulations and policy to training center-based TSA Administrators, alternates, and agents.
- Serve as the primary point of contact between FlightSafety and DOT/TSA
- Communicate DOT/TSA regulation and guidance changes to responsible managers in a timely manner.
- Develop and maintain currency of DOT/TSA information displayed in FlightSafety TeamSpace for enterprise access, as needed.
- Develop and implement required documents and processes in FlightSafety’s Quality Management System (QMS) to ensure compliance with DOT/TSA regulations.
- Resolve disputes regarding DOT/TSA policies, procedures, and documentation.
- Develop and present internal DOT/TSA training as required.
- Coordinate actions with HR representatives and DTSCs related to hiring of and quarterly random drug and alcohol testing for safety sensitive employees.
- Ensure currency and accuracy of FlightSafety DOT drug and alcohol program records; coordinates and serves as the FlightSafety representative for annual DOT audit/inspection.
- Ensure currency and accuracy of FlightSafety TSA Security Awareness Training records.
- Actively participate in relevant FlightSafety and industry-led meetings and conferences
- Provide input on proposed changes to regulations and industry guidelines.
- Manage DOT voluntary disclosure and TSA action plan program for rule violations; coordinates corrective action response with center(s) and reports to relevant authority.
Mentoring/Managerial Activities:
- Assist with the interviewing of prospective program related employees upon request of the hiring manager.
- Provide performance appraisal feedback to center management for the TSA Administrator or alternate, as needed.
- Direct and/or facilitate meetings and oversee distribution of meeting minutes to appropriate personnel.
- Provide orientation training and training on usage of appropriate software systems, procedures, and regulations, as required of each employee, as needed.
- Analyze status of all current projects/plans and keep the Manager, Regulatory Affairs apprised of any problem areas or issues.
- Oversee the TSA Assist Team’s position assignments and interactions with internal and external Clients and Customers
- Coordinates with covered employee manager and follows up as necessary to ensure all required training for covered employees is completed within the regulatory timelines
- Associate degree (A.A.) from a two-year college or technical school preferred, or three (3) years' related experience and/or training; or equivalent combination of education and experience; equivalency years’ experience substitution must be in related field; plus.
- Knowledge of aviation industry terminology and DOT/TSA regulations preferred.
- Previous work experience environment will have been in a middle management position, involving confidentiality, organizational skills, and time constraint pressures.
- 3-5 years of experience.
- Fluency in English; Able to speak, understand, read, and write Excellent verbal and written communication skills.

- Type/keyboard (computer user with minimum typing/keyboarding skills), preferred Ability to adapt to changing schedules and high-pressure situations.
