The Office of Information Technology Services is seeking a detail-oriented Systems Project Analyst (OPS) to join our team. Serving in a dual Business Analysis and Quality Assurance role, the analyst collaborates with the Economic Self-Sufficiency Services Program Office and system integrator teams to identify business needs, define and document requirements, support system enhancements, and ensure solutions meet functional, operational, and compliance requirements through comprehensive quality assurance testing.

This role serves as a liaison between business and technical teams, facilitating communication, gathering and analyzing business requirements, and ensuring business needs are accurately translated into functional and technical solutions. The analyst develops and maintains business requirements, user stories, process flows, functional specifications, and traceability documentation to support system development and implementation efforts.

The analyst is equally responsible for quality assurance activities, including developing and executing test plans, test cases, and test scripts; validating system functionality; managing defect tracking and resolution; and supporting user acceptance testing. The position ensures system enhancements comply with business requirements, policy, regulatory requirements, and established quality standards.

Additionally, the analyst evaluates business processes and system performance to identify risks, inefficiencies, and opportunities for improvement. Working closely with stakeholders, technical teams, and vendors, the analyst supports solution design, implementation, testing, deployment, and post-production support activities.

The position monitors system reports and reported issues to ensure they are reviewed, prioritized, and escalated appropriately. The analyst maintains open communication with management regarding project status, testing progress, requirements changes, defect trends, risks, and recommended solutions. The position may also develop and monitor performance and quality metrics to support system readiness and continuous improvement initiatives.

The incumbent contributes to the achievement of operational objectives by ensuring project deliverables align with business needs, quality expectations, compliance requirements, and customer service standards. Through business analysis, requirements management, testing, collaboration, defect management, and process improvement, the analyst supports reliable system performance and the delivery of effective business solutions.

This position is located at DCF Headquarters in Tallahassee in the Office of Information Technology Services (OITS). The position is full-time, in-person.

  • Serves as a liaison between the business community and the other functional organizations to provide technical solutions to meet the needs of customers.
  • Works closely with business partners to identify process improvements and leverage technology.
  • Utilizes best practices and adheres to established processes and documentation delivery for the analysis, design, testing and implementation of new/modified applications.
  • Provides superior customer service while managing relationships with end users, business area leaders, partners and vendors to ensure deliverables exceed expectations.
  • Performs functional acceptance testing of development deliverables to verify they meet the business and functional requirements.  Participates in release planning activities as scheduled.
  • Tracks tasks and progress towards completion using defined project management tools and processes.
  • Provides research and triage support of reported system issues.

 

KNOWLEDGE, SKILLS, AND ABILITIES, including utilization of equipment, required for the position:

  • Knowledge of techniques of systems analysis and design.
  • Knowledge of flowcharting techniques, operations, procedures and systems.
  • Knowledge of the software development life cycle (SDLC) and Agile methodologies.
  • Skills in use of desktop software.
  • Skilled at writing documentation and user manuals, ability to process information logically, analyze and interpret data.
  • Ability to identify and define business needs, prepare business requirements and functional specifications.
  • Ability to plan, organize and coordinate work assignments, communicate technical information effectively, establish and maintain effective working relationships with others.

REQUIREMENTS:

  • Bachelor's degree in business administration, information technology, or a related field or 2+ years of experience in a business analysis or quality assurance role.
  • Strong analytical skills, excellent communication and interpersonal skills, proficiency in quality assurance methodologies, and familiarity with the software development life cycle (SDLC) and Agile methodologies.
  • Experience using DevOps, Jira or other project management tools.
