MINIMUM REQUIREMENTS:
A high school diploma or its equivalent and seven (7) years of experience in computer systems analysis and/or computer programming; or
Completion of a one-year program of study from a vocational/technical school in an area of data processing (excluding data entry) can substitute for one year of the required experience; or
Four (4) years of experience as described above and either (1) completion of a 720-classroom hour program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry), or (2) 60 semester or 90 quarter hours of college course work from an accredited institution which includes four courses in computer science or management information systems; or
A bachelor's degree (4 years) from an accredited college or university and three (3) years of experience in computer systems analysis and/or computer programming; or
A bachelor's degree (4 years) from an accredited college or university with a major in one of the computer sciences or in management information systems and two (2) years of experience as described above; or
A master's degree (6 years) from an accredited college or university in one of the computer sciences or in management information systems and one (1) year of experience as described above; or
A doctorate (8 years) from an accredited college or university in one of the computer sciences or in management information systems.

JOB DUTIES:
This position resides in the Office of Agriculture Technology Services within the Bureau of Application Development Services. This position will be assisting with the design, development, implementation, and maintenance of new applications while using development methods and models that incorporate new and cloud-based technologies. Technologies utilized and supported include .NET, Microsoft PowerApps/Dynamics 365, SharePoint Online, Azure DevOps, Microsoft Azure, and other cloud-based configuration and development platforms. This position assists senior application developers and consults with management and other Information Technology (IT) stakeholders to develop IT applications, processes, and systems.
Analyzes and Designs

  • Analyzes user requirements to determine the work effort needed to enhance, modify, or create an application, as well as the impact work may have on other applications/system areas.
  • Works with business users to clarify requirements and make recommendations for changes that can give the business user what they want more efficiently.
  • Creates application prototypes for larger and/or complex requests to illustrate for the business user a mock-up of how the application could work so that the developer can receive buy-in from the business user prior to development. 
  • Translates the requirements into technical and functional specifications for approval, development, testing, and code review purposes.
  • Designs user interfaces for the lead developer and project manager to review the look and feel of the application with the business user.
  • Assists in the design of application architecture (decisions related to the framework, development pattern, etc.).

Develops, Modifies, and Tests

  • Assists with writing, debugging, and maintaining application code to ensure application functionality, integrate hardware and software components, and complete business user requests for the creation, modification, or enhancement of new or existing applications/systems. 
  • Ensures that coding is performed according to industry best practices, applications are secure, and applications are properly vetted prior to being released to production.
  • Identifies errors down to the application and database level, utilizing knowledge of application behavior to identify root causes of error.  Debugs within the scope of authority or sends detailed information of the cause of the error to a supervisor so that error can be fixed by personnel with authority over the application/system.
  • Conducts unit testing to ensure line of code functions correctly, conducts system testing to see if changes impacted any other areas of the system, and conducts regression testing to identify issues that would not be caught otherwise (e.g., previously resolved issues that are reintroduced with new modification).
  • Conducts feedback sessions and utilizes information received to resolve errors, identify user acceptance criteria, develop User Acceptance Testing (UAT) plan, and adjust application as requested prior to testing.
  • Facilitates User Acceptance Testing for projects, creating lists for users to report bugs and being readily available to respond to errors and feedback throughout the testing process.

Implements, Documents, and Supports

  • Works with the project manager/team leader in the development of implementation plans; independently develops implementation plans for projects not requiring a project manager and submits plans for approval.
  • Writes and maintains application documentation (specifications, process flows, etc.) for reference and tracking purposes and makes changes to documentation as future modifications to the application are made.
  • Checks code into source control tools which track and monitor when code is changed and links bugs to a particular line of code to facilitate future modifications and assist with regression testing.
  • Conducts research and evaluates new technologies as assigned to assist the division in improving the efficiency, security, and effectiveness of technology resources. 
  • Provides mentoring and guidance to co-workers in solving software development problems.

Performs related work as required including, but not limited to, adherence to the policies and procedures of the department's Information Resource Security Program and allocates time as requested for Disaster Recovery activities.
KNOWLEDGE, SKILLS, AND ABILITIES:

  • Experience with Microsoft Dynamics and the Power Platform
  • Experience with various programming languages such as C#, VB, Java, JavaScript, .NET, Python, Ruby, Go, PHP
  • Experience working with various databases such as Microsoft SQL, Oracle, Azure Blob, and Data Warehouse

  • Knowledge of application development methodologies such as Agile, Waterfall, and RAD.
