The Custodial Manager provides direct supervision to five (5) Custodial Supervisors and indirect oversight of custodial staff responsible for more than one million square feet of residential facilities. This position leads operational, personnel, and quality assurance functions to ensure safe, sanitary, and well-maintained student living environments. The role requires independent judgment, regulatory compliance, and adherence to established institutional and civil service standards.

The responsibility involves developing, training, and assessing policy and procedures, setting performance objectives for functions, as well as assisting staff in managing performance of custodians. The position is critical in the development of managerial tasks such as preparing work assignments/work schedules, maintaining supplies and inventory, reporting work orders and improvements needed in addition to managing summer occupancy and turn over. The custodial manager will assist supervisors with personnel issues in hiring, evaluations, and disciplinary areas. This position is responsible on assisting in maintaining budgets for over 12 accounts for supplies, uniforms, payroll, and inventory. As part of their duties, the custodial manager is a critical part of quality control and ensuring staff maintain an APPA level 2 of clean and healthy environments for students.


50% SUPERVISON: Directly supervises Custodial Supervisors, including assigning work, monitoring performance, training and improving management skills, provide ongoing coaching and development of staff.

Assists in the recruitment, hiring, on-boarding, and retention strategies for custodial staff

Oversees performance evaluation processes and administers corrective and disciplinary actions in accordance with Civil Service rules and university policy.

Provides guidance to supervisors in resolving employee relations issues and workplace concerns.


20% OPERATIONS: Develops, implements, and evaluates custodial policies, procedures, & standard operating protocols along with the Assistant Director. Establish measurable performance standards and ensure accountability for service delivery outcomes. Coordinates work force planning, including development of work schedules, zone assignments, and staffing models following APPA level 2 industry standards. Oversee a large-scale operational effort for summer occupancy transitions and residence hall turnover, after hour call outs, emergency operation efforts, and environmental task force responses.


10% FACILITIES & SERVICE DELIVERY: Ensures timely reporting, tracking, and resolution of work orders & maintenance concerns. Communicates to administrative staff, in hall professional staff, and students. Identifies facility deficiencies and recommends corrective actions and continuous improvement initiatives/ efficiencies. Maintains oversight of cleaning programs to ensure alignment with industry standards for health and safety and departmental commitments to student.


10% INVENTORY & ASSET MANAGEMENT: Manages along with supervised staff, custodial supply chains, including ordering, distribution, and inventory control of equipment, material, and uniforms.

Works with Assistant Director to implement tracking systems to ensure efficient utilization of resources and minimize waste. Manages special program assets and inventory such as conference linens, emergency clean equipment, and special task equipment.


5% FISCAL OVERSIGHT: Assists in the development, monitoring, and reconciliation of budgets across multiple accounts (supplies, payroll, uniforms, conference housing supplies, and equipment).

Ensures expenditures align with operational needs and institutional financial guidelines.


5% QUALTIY ASSURANCE & COMPLIANCE: Leads quality control effort in inspections and audits to ensure facilities consistently meet or exceed APPA level 2 cleanliness standards.

Ensures compliance with environmental health, safety regulations, and university policies.

Develops reporting metrics and documentation to support continuous improvement and accountability.

Communicates daily to the Assistant Director for Quality Assurance on any environmental issues

Minimum Qualifications:
Three years of experience in custodial, housekeeping, groundskeeping, or food service work.
