Job description

Summary: The SRP Lead Clerk is an Offset Strategic Services (OSS) employee and will support the Offset Systems Group (OSG) JV contract efforts for the Support Base Services (SBS) contract to the United States Army Garrison (USAG) in Fort Riley, KS. OSG is a joint venture between OSS and Yorktown Systems Group, Inc. (YSG).

The SRP Lead Clerk will support the Installation Management Command (IMCOM) who is responsible for providing support base services to the United States Army, which includes supporting Active Component (AC) deployments/redeployments and re-stationing, and Reserve Component (RC) mobilizations/deployment/redeployment and demobilizations. IMCOM accomplishes this mission through United States (US) Army Garrison staffs which have historically been augmented during surge mobilizations/deployments with RC soldiers that could only be ordered to remain on active duty for a limit period of time. As part of the Army's long-term remedy, the Continental United States (CONUS) Support Base Services (CSBS) contract was awarded.

The objective is that all Soldiers are satisfied with the service transition for Mobilizations and Demobilizations. Specific duties may include, but are not limited to: Compiles collected information into useful data that shall be provided to the SRP Site Manager to disseminate to all garrison agencies needing SRP Data. This individual shall be able to fully perform the contractual requirements of the SRP site manager during that individual's times of absence and is directly responsible for employees under their purview in the conduct of SRP operations.

Collects daily stats from SRP Exit Station and compile the information into useful data for the SRP Manager. Perform updating of data (i.e., non-deployable persons to deployable once they have completed SRP). Performs daily data maintenance on the SRP Folder and update the Annual SRP info, Individual Mobilization, Deployment, Redeployment and Demobilization stats on service members and civilians

Monitors any large units that are coming in to ensure that SRP Site has accurate alpha roster NLT five (5) working days prior to SRP/RSRP. Updates the number of people processed through SRP Site in the categories of Annual, Mob, Demob, Deploy, Redeploy, and In Process. Assists SRP Manager with other necessary information requests that are required from DHR.

Support of the mobilization, deployment, demobilization and redeployment cycle occurring simultaneously for all branches and components of the Armed Forces. Operates the SRP Start and Exit stations. Performs briefing of the process and importance of completing every SRP station and insuring that all personnel processing through the SRP Site have completed all stations which include: Medical, Dental, Personnel, ACS, Chaplain, Legal, Finance, Audiology, and Behavioral Health.

Performs as the authoritative source on the interpretation of the rules and regulations as applied to specific circumstances within the Personnel arena for all branches and components of the Armed Forces (Army, Air Force, Navy, Marines, RC/NG, and civilians). Briefs the process and importance of verifying/updating DD93, updating DD214 (as applicable) and SGLV, as well as other Personnel data. Types in the information for various military forms, memorandums, and correspondence.

Prepare end of day reports. Coordinates Manifest Team missions with the Logistics Operations Center (LOC). During concurrent manifest/SRP operations, contractor shall maintain adequate workforce to process up to 300 personnel in an eight (8) hour day.

Performs data entry into the DARTS system upon soldier's completion of the SRP site. Provides strength management and reporting services. Maintains accurate records of soldier/unit readiness on daily Excel spreadsheets.

Prepares end-of-day SRP go/no go report to unit liaison. Makes available all the daily SRP status for deployments, redeployments, mobilization and demobilizations to SRP management team. Compiles all information into useful data that the OIC will then be able to pass along to all agencies needing SRP Data.

Retrieves data from various information sources for use in answering questions, responding to correspondence, and preparing reports or briefings, researches and/or provides information regarding applicable rules, and regulation, procedures and requirements to provide explanations of action taken or recommended. Assists soldiers in understanding the process, and assuring they acquire all necessary documents to complete all required stations within the SRP Site, shall verify all steps have been completed prior to each soldier departing with a completed checklist. Advises soldiers of any incompletion or corrections that need to be made prior to the completion of the SRP Process.

Prepares, maintains and processes retirement requests. Prepares and processes Certificates of Release or Discharge from Active Duty (DD214's). Prepares and issues ID tags.

Prepare reports and routine correspondence. Provides Electronic Military Personnel Office (eMILPO) and database support for existing and future database management and software programs to include, but not limited to iPERMS, TRANSPROC, DARTS, WebTAADS, Excel, Word, Outlook and Power Point. Process and supervise eMILPO updates.

Provide DARTS quality control. Provides military HR support to installation permanent party population as a result of deployment of active component (AC) Soldiers.Required Qualifications: Must have documented and relevant knowledge, skills, and experience as outlined in this announcement. Must be able to speak, write and read the English language sufficiently enough to perform the service requirements of this position

Must be able to perform general clerical and secretarial duties. Experience as a Lead Clerk is preferred. Must be able to operate general office equipment such as: computer, copier, printer, etc.

Must be familiar with Electronic Military Personnel Office (eMILPO) and database support for existing and future database management and software programs to include, but not limited to iPERMS, TRANSPROC, DARTS, WebTAADS, Excel, Word, Outlook and Power Point. Must be able to communicate with Government military and civilian personnel. Must be able to perform basic addition and subtraction functions and have the ability to accurately report fire or other emergency conditions as required.

Minimum of a high school diploma or General Educational Development (GED) equivalent. Preferred education requirements BS/BA from an accredited institution. Clearance: Must possess a favorable NACI Background check.
