Summary/Objective

The Land Development Manager is responsible for supporting the agency’s goal to provide affordable housing for its families by leading the land development process/team through proposed land viability, due-diligence review, market research, entitlement process, budgeting, jurisdiction approval, permitting, and all other matters required to prepare land for construction, and making formal recommendations to the Growth Management Officer.

Essential Functions

  • Ensure the successful completion/approval of all entitlements processes needed to support the annual construction schedule, including future land use amendments, zoning amendments, major subdivisions, waivers and variances.
  • Lead due diligence efforts sustaining Habitat’s land pipeline and supporting the efficient and cost-effective acquisition and development of land.
  • Establish and maintain close working relationships with related vendors and partners, including local government agencies, surveyors, environmental consultants and design professionals.
  • Collaborate with grants team members to ensure compliance obligations are met for all grants that intersect with land development and participate in grant funding strategies surrounding land acquisition and development.
  • Maintain accurate records reflecting the conditions and disposition of properties (title issues, code violations, deed restrictions, etc.).
  • Analyze feasibility items such as environmental site reports, zoning & development regulations, surveys, plats, construction plans, HOA’s & covenants, R-O-W’s & easements.
  • Successfully utilize research tools, such as GIS, property appraiser, FDEP and FEMA mapping databases, to assist in land and market evaluations.
  • Collaborate with Growth Management Officer to prepare cost development and market analysis on a variety of properties to assess potential feasibility.
  • Maintain familiarity with local government regulations and research platforms, including comprehensive plans, land development codes, adopted planning documents, mapping systems and online permitting interfaces.
  • Provide and present land development reports/updates to Construction Committee at regular intervals.
  • Handle sensitive and confidential information.
  • Assists with special projects as requested; other duties as assigned.

Work Environment

Position Type/Expected Hours of Work

This is a full-time, salaried position and the office hours of operation are Monday through Friday, 9 a.m. to 5 p.m. Some early mornings, evenings, and weekends may be required.

Travel

Travel, particularly conducting site visits and assessing land prospects is primarily local, during business hours, and mileage is reimbursed.

Required/Preferred Education and Experience

  • Undergraduate Degree in Geography, Planning, Real Estate, Business, Construction Management or related field preferred, or equivalent years/combination of direct experience.
  • Three years’ experience in Planning or closely related field. Experience working in local government is strongly preferred.
  • Three years’ experience in land use analysis, planning principles, and entitlement.
  • GIS proficiency is preferred.
  • Must obtain Anti-Money Laundering certificate within the first 90 days and maintain annually: training provided by Habitat.
  • Must obtain Safeguarding certificate within the first 90 days and maintain annually: training provided by Habitat.

Additional Eligibility Qualifications

Must possess a valid and appropriate state driver’s license, with clean driving record.
