Overview

 Please note that this position is contingent upon the successful award of a contract currently under bid.

Nisga’a CIOPS delivers cleared professionals to support civilian and DoD customers worldwide across intelligence support, cyber/defensive cyber operations, IT O&M, infrastructure modernization, training, and logistics.

Summary:

The Contract Specialist will draft task order announcements, requests for proposals, requests for quotes, and related determinations & findings, and justifications & approvals. Standard workflow includes data entry such as filing contract documents, entering data in public facing websites, preparing forms, ensuring contract packages are complete, assisting with contract management functions and project assignment oversight within the roles described herein. This position will predominately support projects funded by the One Big Beautiful Bill Act (OBBA), which may be new construction, major maintenance and repair projects, AE task orders to support design, or Environmental Task Orders associated with projects.  To provide consistent and efficient support for a government-managed project.


Responsibilities

Essential Job Functions:

  • Market Research / Pre-Solicitation Phase Support Services:
    • Assist in the documentation of acquisition alternatives by compiling information from publicly available sources as directed.
    • Draft standard acquisition documents, such as Justifications and Approvals (J&As) and Determinations and Findings (D&Fs), for government review and approval.
    • Assist government personnel in conducting market research by gathering and compiling data from publicly available sources, and drafting Requests for Information (RFIs) or Sources Sought notices.
    • Assist in the development of pre-solicitation document packages by assembling required components from a government-provided checklist.
    • Assist in the maintenance of milestone and schedule tracking spreadsheets.
    • Assist with version control for acquisition documents during the government's internal review process.
  • Solicitation Phase Support Services:
    • Assist in the development of solicitations by drafting and assembling solicitation documents for government review.
    • Assist in the management of vendor questions by compiling questions received into a single document for government review and response.
    • Assemble official contract file documents in accordance with a government-provided file plan.
    • Draft routine correspondence for government review and issuance.
    • Provide administrative support during protests by compiling and organizing contract file documents as directed by the Contracting Officer.
  • Post-Award Contract Administration Phase Support Services:
    • Assist in the preparation for post-award conferences by drafting agendas, preparing handout materials, and coordinating scheduling.
    • Provide contract administration support by tracking and recording the receipt of deliverables against the contract schedule, and drafting contract modifications for government review and execution.
    • Assist with Federal Procurement Data System-Next Generation (FPDS-NG) reporting by inputting contract data for government verification and approval.
    • Provide record and file management support in accordance with established government procedures.
    • Assist in the reconciliation of contract invoices against contract records and payment data.
    • Provide administrative support for contract claims and Requests for Equitable Adjustments by compiling and organizing relevant contract file documents as directed.
    • Process approved contractor invoices for payment within designated financial systems.

Qualifications

Necessary Skills and Knowledge:

  • Ability to efficiently in MICROSOFT Applications to produce letters, solicitations, modifications, awards, visual presentations, spreadsheets and e-mails communications with different governments agencies.
  • Working knowledge of certain office software programs to include, but not limited to: contract solicitation and award software; contract filing software; The Official US Government Systems (SAM.gov); Financial Procurement Desktop Next Generation (FPDS-NG); Contractor Performance Assessment Reporting System (CPARS); Acquisition Planning Forecast System (APFS) or comparable acquisition forecast systems; and Microsoft Office Suite, with an emphasis on Excel, and other various systems that may be utilized.

Minimum Qualifications:

  • Bachelor’s Degree, preferably related to acquisition skills.
  • Minimum of four years’ experience working in the acquisition field performing duties similar to the OPM 1102 position Contract Specialist equivalent to a GS-11.

Preferred Qualifications:

  • Professional licenses, certifications, or specialized training in the field.
  • Experience with Construction and AE contracting, task orders, Justifications and Approvals, and IDIQs.
  • Additional years of experience.
