Position Overview

The Senior Business Systems Analyst operates at an enterprise level, executing comprehensive IT and data systems analysis to support agency-wide strategic and operational objectives. In this role, you will act as a critical bridge between business stakeholders and technical execution teams, translating complex organizational challenges into practical, actionable solutions expressed through clear business requirements and user stories.


Key Responsibilities
  • Relationship & Change Management: Serve as a business relationship manager for specialized functional areas, providing strategic guidance and driving effective organizational change.

  • Cross-Functional Collaboration: Partner closely with IT and data practitionersโ€”including Data Governance Managers, IT Project Managers, and QA Testersโ€”to develop detailed, high-quality requirements for effective solution delivery.

  • Requirements & Story Generation: Document comprehensive business and user requirements with precise tech-to-business translation to eliminate gaps, clarify scope, and prevent defects during testing.

  • Process Reengineering: Identify root causes and break down organizational silos to reengineer systems, enhance overall efficiency, and promote cross-functional integration.

  • Enterprise Integration & Interoperability: Conduct thorough research to plan advanced integrations at both macro and granular levels, advancing full interoperability across systems, data, and processes.

  • Digital Transformation Leadership: Support strategic digital-transformation planning and act as a key culture-change driver within the Digital Transformation Team while promoting established governance practices.

  • Stakeholder Alignment: Effectively manage expectations across internal peers, business leaders, vendors, and cross-functional teams to ensure smooth delivery.


Required Qualifications
  • Experience: 8+ years of total experience as a Business Analyst, Consultant, or similar role in a technology or government setting.

  • Business Analysis: 8+ years of business analysis and problem-solving experience within consultative or project-focused environments.

  • Stakeholder Management: 8+ years of demonstrated success cultivating and managing business relationships across multiple stakeholder groups.

  • Communication: 8+ years of exceptional written, verbal, and technical communication skills tailored for varied audiences (leadership, technical teams, business partners, data practitioners).

  • Documentation: 8+ years of hands-on experience authoring business requirements, functional specifications, and user stories.

  • Tooling: 8+ years of proficiency using the Microsoft Office Suite (Word, PowerPoint, Excel).


Preferred / Highly Desired Qualifications
  • In-depth understanding of the Software Development Life Cycle (SDLC).

  • Hands-on experience working with Azure DevOps.

  • Experience with the Salesforce platform, including eliciting requirements and supporting Salesforce-backed business processes.

  • Proven track record collaborating with technical and business stakeholders in a Salesforce environment.

  • Salesforce Certified Business Analyst certification.
