Primary Function

The Senior Subcontracts Administrator is a senior-level subcontracts professional responsible for managing the highest-complexity subcontracts on Dashiell's largest and most complex EPC projects. This position leads pre-award risk assessment, negotiates major subcontract awards, manages complex commercial disputes, and mentors junior subcontracts staff. The position will be based in our Houston, Texas office located at 12301 Kurland Drive, Suite 400, Houston, TX 77034 and will report to Dashiell's Procurement Manager - Subcontracts.

Duties & Responsibilities

Employee may be called upon to perform any or all of the following functions:

  • Lead pre-award risk assessment and commercial strategy for major subcontracts.
  • Establish flow-down strategy for major subcontracts and adjudicate high-risk or contested flow-down provisions in coordination with Legal.
  • Negotiate large, complex subcontracts, including high-risk terms and conditions.
  • Manage complex change order disputes and claims escalations.
  • Coordinate with Legal from the bid and proposal phase forward on significant commercial and legal risk issues.
  • Develop and implement subcontract administration procedures and templates.
  • Mentor Subcontracts Administrator I and II staff on procurement processes and best practices.
  • Represent Procurement in client and subcontractor executive meetings.
  • Support Contractor Purchasing System Review (CPSR) compliance activities.
  • Oversee legal and regulatory compliance across the subcontract portfolio, including prevailing wage, contractor licensing, lien, and federal (FAR / CPSR) requirements.
  • Oversee subcontractor performance management and lead resolution of significant performance failures and escalations.
  • Contribute to development of standard subcontract templates and negotiating playbooks.
  • Perform special projects and complete other duties as assigned or requested.

How You Will Make an Impact

  • Protect Dashiell on its most significant and highest-risk projects by leading commercial strategy and risk assessment before award.
  • Resolve the organization's most complex claims and disputes, safeguarding project profitability and client relationships.
  • Strengthen the subcontracts function's long-term capability through mentorship, standardized templates, and negotiating playbooks.
  • Serve as a trusted procurement representative in front of clients and subcontractor executives, reinforcing Dashiell's commercial credibility.

Minimum Qualifications / Experience

Required

  • Bachelor's degree required; JD or MBA strongly preferred.
  • Minimum 8 years of subcontracts experience in EPC, power, or heavy industrial environments, including senior-level responsibility.
  • Demonstrated experience negotiating major, complex subcontract awards.
  • Deep knowledge of construction subcontract terms, change management, and claims.
  • Strong leadership and executive communication skills.
  • Driving is not required for this position.

Preferred

  • Experience with federal procurement (FAR).
  • CPSM, CPCM, or PMP certification.

Physical Requirements

LEVEL 1 - Office (Sedentary Work)

  • Ability to sit for extended periods while working at a computer.
  • Frequent use of hands and fingers for typing, writing, and operating office equipment.
  • Ability to communicate effectively verbally and in writing.
  • Ability to occasionally stand and walk within an office environment.
  • Ability to lift up to 10 pounds occasionally.
