Summary
This position is located in the Health Resources and Services Administration (HRSA), Maternal and Child Health Bureau (MCHB), Rockville, MD. HRSA is the primary Federal agency for improving access to health care services for individuals who are uninsured, geographically isolated, or medically vulnerable. MCHB provides leadership to improve the health, safety, and well-being of women, infants, children, adolescents, and their families.

ABOUT THE POSITION
The MCHB Associate Administrator serves as Bureau head and chief executive for MCHB, providing strategic leadership, public health expertise, and executive direction for a nationwide portfolio of maternal and child health programs affecting all States and U.S. territories, including implementation of programs that:

1. Promote access to quality maternal and child health services;
2. Reduce infant and maternal morbidity and mortality;
3. Support comprehensive prenatal and postnatal care;
4. Increase access to developmental screening, diagnostic, and treatment services for children;
5. Promote preventive, primary, and specialty pediatric services; and
6. Strengthen coordinated, community-based systems of care for children with special health care needs.

The Associate Administrator:

• Exercises final authority in planning, directing, evaluating, and modifying national maternal and child health programs, and integrates public health science, health systems management, and health policy to guide Bureau priorities and decision making.
• Establishes Bureau-wide strategic priorities and performance objectives to improve maternal health outcomes, reduce infant mortality, strengthen preventive services, and enhance systems of care for children and families.
• Provides executive oversight of formula and discretionary grant programs and ensures compliance with statutory authorities, medical standards, and Federal regulations.
• Holds ultimate accountability for stewardship of substantial Federal resources, including fiscal oversight, workforce leadership, risk management, and program performance integrity.
• Serves as principal advisor to the HRSA Administrator and senior Department officials on maternal and child public health policy matters advising on emerging public health developments, evidence-based practices, and national health trends affecting maternal and child populations.
• Represents HRSA and MCHB at the highest levels with Congress, Federal agencies, State and territorial governments, professional associations, academic institutions, and national stakeholders.

• This is a career position in the SES. Unless you are already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM.

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs).
TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: Expert knowledge of maternal and child health (MCH) public health principles, epidemiology, and evidence-based practices, including experience directing a complex portfolio of MCH programs or services. This includes applying public health science to interpret national health data, reduce maternal and infant morbidity and mortality, and oversee formula and/or discretionary grant programs in compliance with Federal statutes, regulations, and medical standards.
TQ 2: Experience representing a public health agency at the executive level with Federal agencies, State and territorial governments, and national stakeholders on complex MCH legislative, budgetary, and policy matters. This includes advising senior officials on emerging MCH public health trends and policy initiatives, providing formal presentations before senior leadership bodies or national audiences, and leading senior managers within a large, complex public health organization.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.
There are five ECQs:
ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Mobility:
Organizational and geographical mobility is essential in developing and managing SES leaders. Salary:
Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance-based pay adjustments.
Standards of Conduct/Financial Disclosure
HHS inspires public confidence by maintaining high ethical principles, and all Federal Government employees are subject to the conflict-of-interest statutes and regulations, including the Standards of Ethical Conduct, that govern activities with outside organizations and reporting financial holdings.
