Position Summary
ANSER is seeking a Senior Project Controls Analyst to support the Business Operations team within the Industrial Base Analysis and Sustainment (IBAS) program under the Office of the Assistant Secretary of Defense for Industrial Base Policy (IBP). In this role you will analyze and manage project schedules, financial data, and program performance to support DoD industrial base initiatives. You will provide actionable insights, ensure alignment with the Planning, Programming, Budgeting, and Execution (PPBE) process, and help drive projects to successful, on-time, and on-budget completion.
Day-to-Day Responsibilities
  • Develop and maintain integrated master schedules with resource-loaded activities, milestones, and dependencies
  • Perform critical path analysis to identify schedule risks and opportunities
  • Implement and manage earned value management (EVM) systems to track program performance
  • Analyze cost and schedule variances and provide regular performance reports to stakeholders
  • Manage and track DoD RDT&E funding in compliance with regulations and reporting requirements
  • Conduct return on investment (ROI) analysis to support project prioritization and decision-making
  • Develop recommendations and corrective actions to mitigate risks and improve performance
  • Collaborate with project managers, finance, and technical teams to align on objectives
  • Support evaluation of project proposals, cost estimates, and acquisition documentation
  • Monitor program execution and ensure adherence to schedules and budgets
  • Support outreach, site visits, and coordination activities as required
  • Assist in analyzing industrial base strengths, weaknesses, risks, and opportunities
  • Contribute to strategic communications and stakeholder reporting efforts
  • Ensure compliance with DoD PPBE processes and internal control requirements

Required Qualifications
  • Active Secret clearance.
  • Master's degree in Business Administration, Finance, Engineering, or a related technical discipline. Will consider an additional eight (8) years experience in lieu of Masters with a Bachelor's degree.
  • 10 years in project controls, scheduling, or related roles.
  • Proven experience in project controls, scheduling, or similar analytical roles
  • Experience managing or supporting DoD RDT&E funding
  • In-depth knowledge of earned value management (EVM) principles and practices
  • Demonstrated analytical skills with the ability to interpret complex data, perform ROI analysis, and provide data-driven recommendations
  • Demonstrated communication and interpersonal skills with the ability to collaborate across cross-functional teams
  • Proficiency in Microsoft Excel and project management tools
  • Experience with Microsoft Project

Preferred Qualifications
  • Demonstrated understanding of IT systems and technologies (e.g., SharePoint, Teams, databases)
  • Ability to analyze trends and support data-driven decision-making
  • Ability to communicate technical information to both technical and non-technical audiences
  • Ability to identify and resolve complex technical or programmatic issues
  • Familiarity with OMB A-123, GAO Green Book, and other federal financial management standards
  • Experience supporting DoD RDT&E financial management, acquisition pathways, and contracting processes
  • PMP, CSEP, or equivalent certification in project or systems engineering management
