Job description

Duties and Responsibilities
  • Oversee all aspects of contract management from contract award through administration, performance monitoring, and contract closeout.
  • Prepare, review, and expedite Contract Requirement Packages (CRPs) to ensure timely submission and compliance with customer suspense dates.
  • Review acquisition packages to ensure technical requirements are complete, accurate, and within the scope of applicable Performance Work Statements (PWS), Statements of Work (SOW), and contract vehicles.
  • Advise management, senior engineers, program managers, and technical staff on the development of acquisition documentation, including: Performance Work Statements (PWS) Statements of Work (SOW) Independent Government Cost Estimates (IGCE) Evaluation criteria Acquisition plans and supporting documentation
  • Ensure contract documentation complies with applicable Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), agency policies, and organizational procedures.
  • Coordinate with contracting officers, legal counsel, program offices, finance personnel, and technical stakeholders throughout the acquisition process.
  • Analyze contract requirements and identify acquisition risks, recommending appropriate mitigation strategies.
  • Monitor contract actions, modifications, funding, and deliverables to ensure contractual compliance.
  • Provide recommendations for improving contract administration processes and acquisition workflows through the use of current and emerging automation tools.
  • Support contract negotiations, proposal evaluations, and source selection activities as required.
  • Maintain accurate contract records and provide reports, metrics, and status updates to leadership.
  • Interpret contract language and provide guidance on contractual rights, obligations, and compliance issues.
  • Perform other contract management and acquisition support duties as assigned.
Required Qualifications
  • Bachelor's degree in Business, Finance, Accounting, Public Administration, Engineering, Education, Science, or a related field.
  • Minimum of 15 years of experience supporting federal contract management, acquisition, or procurement activities.
  • Strong working knowledge of the Federal Acquisition Regulation (FAR), DFARS, and federal acquisition processes.
  • Experience preparing and reviewing acquisition documentation, including PWSs, SOWs, IGCEs, and Contract Requirement Packages (CRPs).
  • Demonstrated experience reviewing, analyzing, interpreting, and administering contractual agreements to ensure compliance with applicable regulations and policies.
  • Strong understanding of contract law, legal terminology, and contract drafting principles.
  • Experience identifying contractual risks and developing effective mitigation strategies.
  • Experience supporting or participating in contract negotiations.
  • Ability to collaborate effectively with contracting officers, attorneys, engineers, financial personnel, and program managers.
  • Excellent analytical, organizational, and problem-solving skills.
  • Strong written and verbal communication skills.
  • Exceptional attention to detail and ability to manage multiple priorities in a fast-paced environment.
  • Proficiency with Microsoft Office Suite and government acquisition or contract management systems.
Preferred Qualifications
  • DAWIA or FAC-C Contracting certification (current or previous).
  • Experience supporting Department of Defense (DoD) acquisition programs.
  • Familiarity with contract writing and procurement systems such as SPS/PD2, Procurement Integrated Enterprise Environment (PIEE), or similar acquisition tools.
  • Experience supporting source selections and proposal evaluations.
  • Active DoD Secret Security Clearance or the ability to obtain and maintain one.
