Description
THARROS is seeking a highly qualified Senior Personnel Operations & Process Improvement Specialist to provide strategic personnel operations, organizational management, and process improvement support to a Department of Defense customer. The ideal candidate will possess demonstrated experience leading complex, directorate-wide initiatives from concept through implementation, improving organizational processes, and managing personnel-related actions in a dynamic and mission-focused environment.
As a member of the THARROS team, the selected candidate will provide Systems Engineering and Technical Assistance (SETA) support to senior government leadership. This role requires the ability to analyze organizational challenges, develop process improvements, coordinate personnel actions, and leverage knowledge management tools to enhance operational efficiency and workforce readiness.
THARROS supports critical cyber operations by providing acquisition, program management, and organizational support services that enable the government to unify cyberspace operations, strengthen Department of Defense cyber capabilities, and integrate cyber expertise across the enterprise.
Key Responsibilities:
  • Generate, update, and maintain J9 FO Standard Operating Procedures (SOPs).
  • Document business processes for J9 divisions.
  • Initiate and conduct special projects as required and aides in developing solutions.
  • Serve as the J9 FO liaison to the J9 divisions.
  • Serve as a personnel services specialist; compiling, submitting, and tracking personnel actions.

Requirements
  • Active TS/SCI w/ Poly required.
  • Bachelor's Degree (additional 6 years' experience can be used in lieu of a bachelor's degree).
  • Must have a minimum of 5 years of relevant experience aligned with the duties and responsibilities outlined in the job description and requirements.
  • Proven experience in operation analytics, document generation, and document review in a command environment.
  • Must possess experience generating, maintaining, and analyzing personnel metrics for a federal entity.
  • Demonstrated expertise identifying operational bottlenecks, conducting workflow analysis, and implementing methodologies to increase efficiency.
  • Requires proficiency in drafting, reviewing, lifecycle management, and implementing SOPs, governance frameworks, and organizational policies.
  • Hands-on experience with document generation and review.
  • Experience leading complex, directorate-wide special projects from initiation to delivery, utilizing knowledge management and tracking tools preferred.
  • Experience authoring technical correspondence preferred.
  • Experience analyzing and producing process improvements preferred.
  • Background in data analysis and metrics preferred.
  • Proven ability to act as the primary connector between executive leadership and subordinate divisions, managing stakeholder communications, and driving change management preferred.
  • Desired experience compiling, submitting, and tracking personnel actions.
  • Proficiency with the Microsoft 365 Suite (Excel, PowerPoint, Power Automate, Power Apps, Power Query, etc.).
  • Excellent verbal and written skills across all organizational levels.
