Job description

Overview:

GovCIO is seeking a Senior Process Analyst to support a critical government computer system for the U.S. Coast Guard (USCG) Software Yard – Product Delivery Service. This role is primarily responsible for managing service-level management, analyzing and optimizing operational integration workflows, and strengthening the connection between technical development and mission execution. This position will be located in Kearneysville, WV, and will be a hybrid position.

Responsibilities:

As a Senior Process Analyst, you will serve as a primary operational resource for ensuring that applications developed by platform-aligned Product Teams are user-centric, operationally effective, and sustained in the field. You will design, evaluate, and optimize enterprise-level processes to balance release speed with quality and security. Key responsibilities include:

  • Analyze, map, and optimize end-to-end workflows across the Product Delivery lifecycle to ensure rapid software releases do not compromise system reliability.
  • Establish and manage service-level management processes and performance metrics to guarantee product delivery.
  • Serve as a primary operational liaison between technical development teams, Product Owners, and Portfolio Product Line Managers.
  • Evaluate and refine user engagement and training frameworks to accelerate operational adoption and ensure seamless software rollout to the field.
  • Identify operational bottlenecks and process risks within enterprise-level testing, quality assurance, and product support structures, performing root-cause analysis for remediation.
  • Formulate standard operating procedures (SOPs) and continuous process improvement strategies aligned with USCG Force Design 2028 goals.
  • Collaborate with cross-functional teams to ensure all operational integration processes adhere to federal software standards, government baselines, and quality gating controls.
  • Create, review, and maintain comprehensive process documentation, lifecycle frameworks, and readiness validation models for mission-critical applications.
Qualifications:

High School with 6 - 9 years (or commensurate experience)

Required Skills & Experience 

  • Experience in process analysis, service-level management, or operations analysis within an enterprise IT or software development environment.
  • Proven experience mapping and redesigning complex workflows spanning technical development, quality assurance, and user adoption domains.
  • Comprehensive operational understanding of ITIL frameworks, Agile methodologies, and modern software delivery lifecycle (SDLC) processes.
  • Strong experience establishing operational metrics, Key Performance Indicators (KPIs), and tracking service-level agreements (SLAs).
  • Proficiency capturing operational requirements and managing change coordination using enterprise tools (such as Jira, Azure DevOps, or ServiceNow).
  • Strong foundational understanding of diverse IT domains, user-centric design principles, release management, and organizational change frameworks.

Clearance Required: Active Secret Clearance 

Preferred Skills & Experience 

  • Experience supporting U.S. Coast Guard, Software Yard, or Department of Homeland Security (DHS) programs.
  • Familiarity with USCG Force Design 2028 objectives, PEO C5I environments, or maritime operational contexts.
  • Relevant professional certifications highly preferred (e.g., ITIL Expert/Master, Lean Six Sigma Green/Black Belt, Project Management Professional (PMP), or Agile/Scrum credentials).
  • Understanding of how automated testing and DevSecOps pipelines integrate into manual quality assurance gating and deployment readiness evaluations.
  • Experience facilitating large-scale user engagement sessions or managing training programs for enterprise software rollouts.
