Job description

DCS Corporation seeks an experienced Proposal Manager to lead the development of complex proposals responding to U.S. Government solicitations. The ideal candidate has comprehensive experience across all proposal phases and a strong record of guiding crossfunctional teams to produce highquality, competitive submissions.

Essential Job Functions:

Lead proposal planning, including management plans, schedules, and milestones.

Guide development and refinement of proposal strategies, themes, discriminators, and solutions.

Collaborate closely with the Capture Manager to transition and integrate capturephase strategies.

Supervise storyboard creation and proposal section development.

Ensure clarity and consistency of technical solutions, win themes, features/benefits, and discriminators.

Lead technical solution sessions, kickoffs, color reviews, and status meetings.

Coordinate with contracts and pricing teams for alignment across volumes.

Develop proposal outlines based on RFP requirements and ensure message consistency across volumes.

Manage editing, production support, and configuration control for all volumes.

Monitor progress to ensure deadlines, resource needs, and compliance with FAR are met.

Provide justintime training on processes, roles, and tools.

Oversee development of highimpact graphics and artwork.

Conduct final quality checks and compliance reviews.

Occasional travel (less than 10%).

Required Skills:

U.S. Citizenship.

Bachelor's degree or Master's degree and 6 years of proposal management experience, or HS + 14 years.

Recent Federal Government proposal management experience (DoD preferred).

Proven success managing highvalue proposals ($50M+) and IDIQ task orders.

Strong understanding of Federal procurement regulations and processes.

Ability to interpret technical and management requirements of solicitations (RFPs, RTEPs, FOPRs).

Effective collaboration with management, capture teams, SMEs, contracts, and pricing.

Skill in developing compelling solutions, discriminators, and messaging.

Experience leading SWOT and strategy sessions.

Handson experience writing, editing, and reviewing proposals.

Excellent writing, communication, and organizational skills.

Ability to manage deadlines, extended hours, and multiple projects.

Current knowledge of editing, graphic design, and proposal best practices.

Experience managing geographically distributed teams.

Desired Skills:

APMP or other formal proposalrelated training/certifications.

Experience handling CUI during proposal development.

Experience coaching oral presentation teams.

Experience with IAC MAC, FEDSIM, HTRO proposals; CSO and OTA exposure is a plus.
