Clearance: Active DoD TS/SCI Clearance
Work Schedule: Fulltime, On-site Marine Corps Base Quantico, VA; routine travel to <25>
Role Overview:
The Senior C2 Systems Analyst provides expert-level technical analysis, requirements assessment, and systems architecture support to both the MOCTT and MISTC C2 Analysis Services mission areas. This role brings more than 15 years of experience in Marine Corps and Joint Command and Control (C2) systems, interoperability standards, and modernization initiatives.
Serving as the senior analytical authority on-site at MSTP's MISTC/MOCTT Headquarters, the Senior C2 Systems Analyst leads complex analysis efforts, evaluates emerging technologies, identifies impacts on training and doctrine, and provides recommendations for curriculum adjustments, training modernization, and enterprise-level C2 integration initiatives. The Senior Analyst acts as the primary technical liaison to senior stakeholders across HQMC, MCCDC/CD&I, MCSC, MAWTS-1, MEFs, and TECOM enterprise organizations, representing the MISTC/MOCTT training enterprise at high-level working groups and decision forums.
The Senior Analyst also provides mentorship and oversight to mid-level and junior C2 Systems Analysts, ensuring analytic rigor, quality, and doctrinal alignment in all outputs.

  • Ability to analyze POR changes (software, hardware, TTPs) and determine downstream impacts on courseware, collective training, and operational employment
  • Experience writing formal C2 products including SOPs, LOIs, training pamphlets, decision papers, and doctrinal recommendations
  • Skilled in conducting comparative analysis of emerging vs. legacy C2 systems (e.g., software baselines, interoperability implications, configuration changes)
  • Ability to integrate lessons learned from Joint/Service databases into training, doctrine, and curriculum recommendations
  • Familiarity with Marine Corps and Joint planning processes, FMF C2 operations, and multi-domain integration
  • Ability to work with Instructional Designers and Curriculum Developers to translate analytical outcomes into POI update recommendations
  • Experience engaging in forums across HQMC PP&O, I&L, AVN, and P&R; MCCDC/CD&I; MAGTF Training Command; MCTOG; MCLOG; MAWTS-1; and Service/coalition partners

Requirements
Education & Certifications
  • Bachelor's degree in Information Technology, Systems Engineering, or related field
  • Advanced coursework or certifications in C2 systems, systems engineering, or Joint interoperability preferred

Experience Requirements
  • 15+ years of experience in Marine Corps or Joint C2 systems analysis, systems engineering, program management, or operational C2 integration
  • Experience supporting MEF/MSC-level operations, C2 modernization, or Service-level training institutions (e.g., MSTP, MCTOG, MAWTS-1)
  • Experience coordinating across multiple stakeholder organizations and participating in Joint/Service C2 working groups

Role Integration
The Senior C2 Systems Analyst is a key member of the MISTC HQ enterprise support team, working directly under the MOCTT Lead/PM. The Analyst integrates horizontally with:
  • MISTC Site Leads (courseware impact analysis & curriculum alignment)
  • Senior Instructional Designers (POI revision input)
  • Doctrine SMEs (TTP and doctrinal update recommendations)
  • Senior Systems Engineers (technical configuration insights & system baselines)

This role leads high-level engagements with senior leadership across HQMC, MCCDC/CD&I, MCSC, and TECOM enterprise organizations to synchronize C2 training requirements with system modernization timelines.
The Senior Analyst conducts enterprise-level data collection, analysis, and coordination to ensure curriculum reflects current operational realities and future capabilities. They guide mid- and junior-level C2 Analysts in producing research products, technical documentation, analysis papers, and briefings supporting MISTC and MOCTT missions.
They also support MOCTT BSTEX and major training events by deploying to MEF/MSC locations to conduct C2 assessments, gather lessons learned, and provide direct system/employment insights to training units.
Impact
The Senior C2 Systems Analyst ensures that Marine Corps C2 training, doctrine, and curriculum remain aligned with evolving MAGTF, Joint, and coalition operational requirements. Through rigorous analysis, multi-echelon coordination, and expert-level understanding of C2 systems and architecture, this role shapes the future of C2 training and readiness across the Fleet Marine Force.
Their work directly influences POI updates, informs multi-domain integration strategies, and enhances training realism and system employment accuracy. By connecting changes in programs of record to training pipelines, the Senior Analyst ensures Marines receive accurate, relevant, and actionable training aligned with the operational environment, ultimately improving the Marine Corps' ability to command and control forces in complex, contested battlespaces.
