Overview POSITION TITLE (Oracle title) SENIOR ADMINISTRATOR WORKING TITLE Senior Administrator-Talent Acquisition, Staffing SCHOOL/DEPARTMENT Human Resources LOCATION Crossroads III, Cary, NC PAY GRADE Senior Administrator Band 3 FLSA STATUS Exempt ELIGIBILITY FOR EMPLOYMENT CONTRACT No WORK WEEK SCHEDULE Monday-Friday (occasional evenings and weekends) Position is available for a Hybrid Telework workweek POSITION PURPOSE: Serves as the HR staffing representative for an assigned set of schools to facilitate the staffing process which includes applicant screening, licensure, leave management and compensation. Maintains a comprehensive management system for tracking teacher and support allotments. Works closely with and assists school administrators with school staffing plans.

Provides support to school staff related to staffing procedures by visiting school sites. Provides support and training to school administrators regarding hiring best practices. Reviews and processes applicant files and hiring recommendations for approval or denial based on staffing processes; determines accurate salary for all employment related actions; tracks licensure updates and changes for certified employees.

MINIMUM QUALIFICATIONS: KNOWLEDGE, SKILLS, AND ABILITIES (KSAs) Extensive knowledge of the principles, policies, and practices of public and private HR administration; Extensive knowledge of federal, state, and local employment laws and Wake County Public School System (WCPSS) Board of Education policies; Considerable knowledge of Microsoft Office, specifically Word, Excel, PowerPoint, and Access; and Google Apps; Excellent customer service skills; Critical thinking and problem-solving skills; Ability to organize and effectively manage a high volume of work, especially during summer months; Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback; Ability to plan, manage and prioritize projects with time constraints; ability to meet deadlines; Ability to understand, interpret, and apply specific rules to facilitate the staffing process; Ability to establish and maintain effective working relationships with school system staff, the public, and external agencies. EDUCATION, TRAINING, AND EXPERIENCE Bachelor's degree in public administration, business administration, HR, organizational development, education, or related field; AND Five years of HR experience OR five years of administrative school-based experience in lieu of direct HR experience. CERTIFICATION AND LICENSE REQUIREMENTS Must hold and maintain a valid motor vehicle operator's license according to the State of North Carolina requirements.

PREFERRED QUALIFICATIONS: Master's degree in public administration, business administration, HR, organizational development, education, or related field. ESSENTIAL DUTIES AND RESPONSIBILITIES: Manages the employment process for professional and support staff of an assigned set of schools, including the use of an Enterprise Resource Planning (ERP) system to retrieve data. Maintains a comprehensive management system for tracking teacher and support allotments.

Works closely with and assists school administrators with school staffing plans. Provides support to school staff related to staffing procedures by visiting school sites. Provides support and training to school administrators regarding hiring best practices.

Reviews and processes applicant files and hiring recommendations for approval or denial based on staffing processes; determines accurate salary for all employment related actions; tracks licensure updates and changes for certified employees. Oversees the processing of employee leaves for an assigned set of schools, including Family Medical Leave Act (FMLA) leaves, as completed by Talent Acquisition processing technicians. Communicates regularly with school system staff and applicants to provide effective and proactive support.

Reviews job postings and posts approved positions for an assigned set of schools for accuracy to maintain an up-to-date online vacancy list. Assists Employee Relations on matters related to hiring and due process procedures. Completes and provides HR reports and information to the Board of Education and external agencies, as needed.

Ensures correct initial contract placement and follow up for certified school employees at designated schools. Oversees the Extra Duty process to ensure accurate compensation for employees serving in extra duty assignments at designated schools. Ensures adherence to policies and procedures by staying abreast of changes regarding school law, employment law, and WCPSS policies and procedures.

Attends and participates in HR staff meetings, professional development, WCPSS recruitment events, job fairs, and other school system functions, as appropriate. Performs other related duties, as assigned. WORK ENVIRONMENT/PHYSICAL REQUIREMENTS This job operates in a professional office environment and has a noise level of mostly low to moderate.

This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff and staff members. Work is considered light physical work, requiring the exertion of up to ten pounds of force.
