Qualifications

  • Bachelor's degree is preferred; high school diploma or GED required
  • 5+ years of experience in Business, Management, Logistics, Transportation, or International Business and experience in international trade, export operations, or export compliance. 
  • Strong quantitative, analytical and critical thinking skills. 
  • Proven background in building successful teams and productive internal/external client relationships.
  • Experience in interacting with senior level management and all levels of employees.
  • Proficient in MS Word and Excel
  • Individual must be a self-starter/proactive approach to work

Preferred

  • Prior experience in import / export related functions
  • Knowledge of HFS product handling procedures (from procurement to shipping)
  • Knowledge of HFS local product line

Job Summary

Reports to local management with a dotted line to HFS HQ IMEX group.  Works with HFS business unit IMEX group and local site to ensure all manufactured finished products. machinery, equipment and raw materials are effectively managed to meet all US and foreign government import and export laws and regulations.  Supports compliance goals and drives toward leading edge compliance program.


Import Responsibilities 

  • Works with engineering on HTS classification of products, seeking advice and confirmation of accuracy from HQ Import Compliance Manager
  • Assists with development / implementation of import compliance procedures at their facility
  • Ensures inclusion of Compliance Information on documents as needed [i.e. Repack Notices to customers; Repack Certificates to Customs; material content of components / raw material sent to foreign assembly or production facilities]
  • Completion of compliance reports / records and non-compliance reporting [i.e. Country of Origin marking appearing on imported products / packaging; Quantities received compared to quantities invoiced]
  • Participation in import compliance education [internal and external] and dissemination of information to all appropriate local site staff
  • Assists in clearing shipments through US Customs by contacting appropriate local staff to obtain needed information.
  • Works with Procurement to ensure country of origin, HTS, INCO term and other relevant import information is included on packing list / commercial invoice
  • Provides vendors [internal and external] with information to ensure compliance to US laws
  • Confirms maintenance / retention of local files relating to purchasing, receipt and payment as defined in US Customs a(1)A Recordkeeping requirements or Company retention requirements, whichever is longer.
  • Ensures timely responses / guidance and completes import projects on schedule. 
  • Keep abreast of local site issues and transactions that may require "special" handling - Requests for power of attorney, Foreign Importer of Record scenarios, drop shipping of imported products to non-HFS sites, products being returned for repairs or replacement, unapproved use of courier for bringing in products, possible rejection and return of imported products

Export Responsibilities: 

  • Works with engineering on classification of products (ECCN; ITAR; HTS and Schedule B; applicable country specific tariff codes and export classifications)
  • Begins license process if required
  • Collection of information for license applications (TAA; MLA; Marketing)
  • Monitor decrements against license or exemptions/exceptions
  • Audits facility to ensure foreign national employees are in compliance with their license provisos
  • Assist with development/implementation of export compliance procedures
  • Ensure inclusion of Compliance Information on documents as needed
  • Ensure controlled data remains secure/Review releases prior to export
  • Completion of non-compliance reporting (discrepancy reports)
  • Works with host regarding foreign visitors and ensures security is aware of visit 
  • In conjunction with the Host, monitor Foreign Visitors within the facility
  • Participation in export compliance education and dissemination of information
  • Ensure accuracy and proper retention of all export documentation and records by performing self-audits from time to time to ensure compliance to regulations.
  • Ensures timely responses/guidance and completes export projects on schedule. 
  • Provide guidance and oversee accurate preparation of export and shipping documentation for international shipments by personnel at location
  • Manages location's compliance with U.S. and foreign export regulations - including ITAR, EAR, OFAC, FTSR, BAFA, SBDU, HMRC, MOFCOM, OEA and other domestic and international regulatory agencies. 
  • Coordinates requirements for embargo/sanctions programs, and Technology Control Plan requirements at site.

General Responsibilities 

  • Internal audit/compliance reporting
  • IMEX SPA(s) are required to attend a minimum 8 hours of outside training annually
