***This position will be physically located in the Marshall Islands in support of LOGCAP***
Under the supervision of the ATC Facility Chief, the Air Traffic Controller performs air traffic control duties in the control tower. Directs movement of aircraft in flight and on the ground by utilizing pilot and controller reports, visual observation, and/or tower displays, or a combination of methods and in close coordination with other controllers. Formulate and issue ATC clearances and instructions to provide for the required separation and or sequencing of all IFR and VFR traffic within delegated Class D and Restricted airspace. Provide assistance to both experienced professional and foreign carrier pilots within the airspace and ensure expeditious traffic flows are maintained. Provide mandatory additional services and assistance to aircraft to include those experiencing in-flight emergencies, hijacking and unlawful seizure, pilot disorientation, and to those aircraft otherwise experiencing distress during flight.
Responsibilities
***Position is contingent upon contract award.***
This position description is subject to change at any time as needed to meet the requirements of the program or company.
- Directing aircraft movements during takeoff, landing, and while en route, using radar and communication systems to provide clear instructions to pilots
- Monitoring airspace and ground traffic, including taxiing aircraft, airport vehicles, and personnel, to ensure safety and efficiency
- Providing critical information to pilots, such as weather updates, runway conditions, visibility conditions, and emergency alerts
- Responding to emergencies, prioritizing affected aircraft, and coordinating rescue or emergency services
- Maintaining communication logs and incident reports in compliance with applicable regulations
- Participating in recurrent training and simulations to maintain proficiency and stay updated on procedures
- Other duties as assigned
Qualifications
- Minimum Qualifications: Education/Certifications: Two-year related experience may be substituted for one year of education, if degree is required.
- A graduate of DOD component or an FAA approved formal ATC school designed for appointment of air traffic controller.
- Prior Control Tower Operator (CTO) rating(s)
- Secret Clearance Required
- Must be able to obtain and maintain a CAC.
- Experience:
- Minimum 6 years of ATC service in an Army fixed-base ATC tower
- Demonstrated experience with or in-depth knowledge in command and control, communications, government/military flight operations and procedures.
- Demonstrated experience with or knowledge in operation of desk-top computer-based systems.
- Demonstrated experience as an Air Traffic Controller
- Skills
- Excellent communication and writing skills are required along with an excellent knowledge of computer operations to include spreadsheet, database, word processing, and presentation applications.
- Great organizational and management skills and a strong ability to work independently as a member of a robust team.
- Strong interpersonal skills required
- Working Conditions:
- Must be capable of working in in a tropical weather condition with temperatures exceeding 85 degrees Fahrenheit.
- Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical, environment with average temperatures of 85 degrees in the summer months).
- Includes some industrial production environment conditions as well.
- The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above the ambient noise level.
- The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
- Physical Requirements:
- Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
- Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
- Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
- Must comply with all Fire and Safety Regulations and post policies
- Medical standards for air traffic control personnel
- All Army air traffic controllers, to include contractors, will meet the same medical qualification standards as outlined in AR 40–501. Controllers will not perform ATC duties until declared fit in accordance with AR 40–501.
- FAA physicals for either category of ATC will not be accepted by the United States Army Aeromedical Activity as certification of medical fitness. Any civilian contract ATC who pursues a FAA certificate does so at their own expense unless specifically covered by their contract. A DD Form 2992, Medical Recommendation for Flying or Special Operational Duty, signed by a flight surgeon of any military service must be completed as part of the ATCME and serves as a recommendation to the local airfield division chief/commander/manager of the individual’s medical fitness for execution of ATC duties. Flight surgeons will not issue DD Form 2992 based on presentation of an FAA examination or certificate. Failure to comply with the annual requirement for an ATCME or current, valid DD Form 2992 may result in medical disqualification. The signed DD Form 2992 will be maintained in the controller’s training records.
