Job Description

AECOM is seeking a  Construction Scope Change Manager to be based in our Baltimore, MD office to support the B&P Tunnel Replacement (BPTR) Program, among other project opportunities available at AECOM.

AECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America's busiest passenger rail line. The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program. The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, and commercial and capacity building.  The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station.

The Scope Change Manager will be responsible for reviewing, managing, and controlling the approved project scope baseline to ensure alignment across design, engineering, construction, and stakeholder teams. This role ensures scope changes are properly documented, evaluated, and controlled to protect project objectives related to cost, schedule, and quality. The role requires familiarity with construction or other scope change management, design or construction contracts, and project management.

The responsibilities for this position include but are not limited to:

  • Review, maintain, and control the project Scope Baseline, ensuring alignment with contract documents and approved project objectives
  • Establish and maintain scope management procedures, standards, and governance frameworks
  • Coordinate with engineering, design, construction, and procurement teams to verify scope definition and completeness
  • Manage change requests, scope adjustments, and baseline revisions through formal change control processes
  • Maintain scope logs, change registers, and audit trails
  • Coordinate with subject matter experts related to risk assessments related to scope growth and scope creep
  • Follow up discussions with SMEs, estimators, and schedulers
  • Participate in review meetings and obtain SME inputs within relevant review forms.
  • Maintain dashboards, prepare reports, and executive summaries on scope performance
  • Facilitate scope review meetings and participate in project control reviews
  • Coordinate and support Procurement process for timely issuance of Contract Modifications
  • Review project correspondence, and track and report out on status of potential and actual changes.
  • Prepare weekly updates on status of scope changes, and other noteworthy communications.
  • Interface with the contractor and other stakeholders, as required, to gather additional details.
  • Attend technical project working group meetings as assigned.
Qualifications

Minimum:

  • Bachelor's degree in a related field
  • 8 years of related experience or demonstrated equivalency of experience and/or education.

      Preferred:

  • Bachelor's degree in Engineering, Construction Management, Business Management or equivalent.
  • Experience in infrastructure design and construction program and contract management.
  • Proficient and experienced in scope management, WBS development, and work packaging.
  • Advanced experience in project change management and baseline control.
  • Excellent proficiency in communication and stakeholder coordination skills.
  • Self-directed, detail-oriented, and the ability to manage complex documentation.
  • Proficiency in project controls systems and document management platforms.
  • Ability to work independently and self-directed with the ability to coordinate with multiple project team members, consultants, and contractors for specific initiatives.
  • Experience in the ability to communicate effectively with audiences that include and are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders.
  • Proficient in working with the Delivery Team, Engineering, and Risk Management to assist in facilitating organizational coordination.
  • Prociency with Microsoft Oce Suite.
  • Experienced in project organization, time management, and prioritization skills with proven ability to balance competing tasks and meet deadlines.
  • Strong proficiency in written and verbal communication, teamwork, and people skills.
