@Orchard LLC is seeking an experienced Program Manager to support a highly visible NOAA program. This position is contingent upon contract award.


The Program Manager serves as the primary contract representative responsible for the overall coordination, management, and successful execution of the contract. The Program Manager oversees all contractor personnel, ensures adherence to NOAA policies and procedures, and maintains regular communication with the NOAA program leadership regarding contract performance, staffing, and deliverables.


Key Responsibilities:

  • Serve as the primary point of contact between the contractor team and NOAA.
  • Provide oversight and coordination of contractor personnel assignments and performance.
  • Manage staffing, leave coordination, telework tracking, and personnel support activities.
  • Conduct regular meetings with the COR to review program status, risks, and upcoming activities.
  • Ensure contract deliverables are completed on schedule and meet NOAA quality standards.
  • Coordinate across administrative, financial, grants, outreach, and compliance functions.
  • Monitor performance metrics and identify process improvements to increase efficiency.
  • Ensure contractor compliance with NOAA security, IT, and administrative requirements.
Requirements:
  • Bachelorโ€™s degree in business administration, public administration, science management, or related field.
  • Minimum 10 years of experience managing complex federal programs or contracts.
  • Demonstrated experience managing multidisciplinary teams.
  • Knowledge of federal program management practices and NOAA or Department of Commerce operations preferred.
  • Strong leadership, communication, and organizational skills.
  • Ability to manage multiple priorities and coordinate across diverse stakeholders.
