Job description

Koniag Advisory and Business Solutions, LLC, a Koniag Government Services company, is seeking a SBIR Program Analyst to support KABS and our government customer in Washington, DC. The position is hybrid, will require 3 days onsite. This position requires the candidate to be able to obtain a Public Trust.

The SBIR Program Analyst provides essential programmatic, analytical, and operational support to the U.S. Department of Energy's Office of Technology Commercialization in its administration of the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. This position supports the advancement of DOE's mission to strengthen U.S. small business innovation, accelerate commercialization of promising technologies, and enhance the impact of federally funded R&D. The analyst works closely with program managers, national laboratories, small business awardees, and leadership to ensure high-quality execution of program activities.
Key Responsibilities:
  • Support the planning, coordination, and daily operations of DOE SBIR/STTR program activities.
  • Assist in the development of solicitation topics, program documentation, guidelines, and policy updates.
  • Conduct data gathering, performance tracking, portfolio analysis, and program evaluation to support reporting and oversight.
  • Prepare written materials including reports, program summaries, dashboards, presentations, and briefing documents for senior leadership.
  • Support outreach and engagement activities, including applicant assistance programs, webinars, workshops, and stakeholder communications.
  • Coordinate with DOE program offices, national laboratories, and awardees to collect information, track milestones, and facilitate technology transition activities.
  • Maintain accurate program files, databases, and workflow tools to support efficient program administration.
  • Assist in reviewing proposals and supporting evaluation processes for compliance, completeness, and programmatic alignment.
  • Monitor and interpret SBIR/STTR policy changes to support program compliance and adherence to federal requirements.
  • Contribute to process improvement initiatives aimed at increasing program efficiency, data quality, and stakeholder experience.

Required Qualifications:
  • Bachelor's degree in science, engineering, business, public policy, or a relevant field.
  • Minimum of 3 years of experience supporting federal R&D programs, grants/contract administration, innovation programs, or technology commercialization.
  • Strong analytical abilities with experience organizing and interpreting technical or programmatic data.
  • Excellent written and verbal communication skills, including experience preparing structured reports or presentations.
  • Demonstrated ability to work collaboratively within cross-functional teams in a hybrid environment.
  • Familiarity with federal program operations, R&D processes, or grants/financial assistance mechanisms.
  • Proficiency with data management systems, CRM platforms, spreadsheets, or analytics tools.
  • U.S. citizenship and ability to meet federal suitability requirements if needed.
