Description
SAIC is seeking a SBIR/STTR Task Lead to support a fully onsite role in Arlington, VA.
This position leads the development and execution of the Navy’s SBIR/STTR and Foreign Research (FR) due diligence processes, ensuring alignment with Department of War policies and close collaboration with key government partners.
Job Responsibilities:
- Oversee due diligence reviews for SBIR/STTR contract proposals, FR grant requests, and NCIS counterintelligence assessments.
- Manage three supervisors and guide analysts performing due diligence evaluations.
- Research companies and institutions to identify FOCI and other Department of War–defined risks.
- Ensure high‑quality, accurate analytical products and timely review completion.
- Conduct counterintelligence assessments on SBIR/STTR Small Business Concerns and research institutions as required.
- Collaborate with internal and external stakeholders to ensure effective and timely assessment processes.
- Produce regular analytic reports on foreign threats and trends affecting SBIR/STTR and FR programs.
- Support NCIS investigations and national security initiatives through targeted analytical contributions.
- Identify and brief on trends in IP theft and technology transfer to support DON protection efforts.
- Present findings to senior government stakeholders during workshops and working groups.
- Support interagency collaboration and share best practices to strengthen due diligence processes.
- Maintain expertise in CI, FOCI, cybersecurity, and regulatory‑risk policies and standards.
- Lead process and knowledge‑management improvements to streamline due diligence operations.
- Serve as primary liaison to government stakeholders, providing updates, recommendations, and program insights.
- Oversee contractor staff, ensuring alignment with program requirements and contract guidelines.
Qualifications
Requirements:
- Bachelors and fourteen (14) years or more experience; OR Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience.
- US citizenship.
TS clearance; Ability to obtain TS/SCI required to maintain employment.
- In-depth knowledge of Counterintelligence (CI), Foreign Ownership, Control, or Influence (FOCI), cybersecurity, and regulatory risk policies and standards.
- Proven experience driving process improvements and implementing knowledge-management strategies to enhance due diligence operations.
- Demonstrated expertise in managing due diligence reviews for SBIR/STTR contract proposals, Federal Research (FR) grant applications, and counterintelligence assessments, such as NCIS evaluations.
Strong leadership experience, including supervising and mentoring team members to achieve operational goals.
