IDEALFORCE has a CONTRACT position available immediately for a Business Analyst to join our customer in Columbus, OH. This is an ONSITE position. Please find below additional details about this job. Hiring Manager would like to have all qualified candidates interview face to face or Skype.

Job Description

Serve as ODOT's expert in learning and development technologies and platforms.

Manage the planning, design, and execution of the training effort for ODOT internal and external stakeholders. 

Create an enterprise learning program strategy by working with executive sponsors and key stakeholders.

Research, select and implement enterprise learning technologies to support formal and informal learning and development experiences.

Provide leadership and implementation expertise related to tools to support learning and user performance (e.g., Assima, RoboHelp, UPK, webpage redesign).

Oversee and/or develop specialized learning curricula and courses.

Evaluate effectiveness of learning programs.

Plan and conduct Transition workshops.

Be conversant with all related contractual details and ensure vendor compliance throughout all phases of the program.

Provide detailed review of deliverables for quality, technical accuracy and requirements compliance.

Manage and coordinate all vendor activities and ensure the State meets its required obligations.

Prepare detailed status reports which accurately report progress and highlight issue and risk items for review and escalation.

Effectively work and communicate with all parties participating on the program.

Cooperate with, support the goals of, and execute direction with the State's executives and managers.

Lead and conduct meetings in accordance with high professional standards and effectiveness.

Protect the State's best interests in all work managed and performed.

The ideal candidate must have demonstrated skills specified below:

Working knowledge of media technology, instructional design theory, and best practices in online education, learning theory, instruction delivery models, technology tools, technology infrastructure, quality control, and metrics

Excellent project management skills and experience with project processes and procedures, as well as documentation and reporting

Experience identifying process change impacts for future - state process flows.

Experience mapping new processes and identifying user impacts.  

Experience maintaining inventory of enterprise policy role changes and related impacts.

Experience planning and conducting Transition workshops. 

Strong analytical and problem-solving skills. 

Ability to develop strong client and working relationships with the team.

Must have outstanding communication skills; both written and spoken.

Must have ability to work in a large team environment.

Day-to-Day responsibilities include but not limited to:

Work with program consultants and curriculum managers to identify target learners, determine educational needs and recommend best delivery modes for learning and development programs.

Elicit, analyze, document, and communicate business transition and impact.

Analyze and translate business requirements into potential job role changes.

Create documents and other artifacts to promote sustainable knowledge management within the organization.

Assist agencies with mapping new processes and identifying impacts.

Define and execute learning technology plans.

Define and execute delivery plans.

Develop and coach user readiness teams in analyzing change impacts and mapping processes for roles in their area.

Plan and conduct Transition Workshops.

Maintain inventory of policy changes.

Qualifications

-At least 7 years' experience in designing, developing, and implementing learning solutions 

-At least 5 years' experience hands-on expertise with instructional design software tools

-At least 3 years' experience working on an ERP software project implementation or upgrade project

-At least 2 years' experience with graphic design, report creation, web design, and web based content management tools, methods, and processes

-At least 2 years' integrating and administering social learning and development solutions with learning management systems (LMS) and learning content management systems (LCMS)

-At least 2 years' administering and providing support for virtual classrooms or virtual lab
