Job description

Hexium is rebuilding America's isotope enrichment capability by modernizing Atomic Vapor Laser Isotope Separation (AVLIS) into a scalable industrial enrichment platform. To support the next phase of that effort, we're seeking a Senior Project Manager to personally stand up licensed, radiological-grade industrial facilities—creating the infrastructure that will enable the continued development, testing, and maturation of our technology.

As Hexium's Owner's Representative, you'll lead the project from site selection and lease execution through design, construction, and facility turnover. You'll coordinate architects, engineers, contractors, and stakeholders to deliver a facility that safely integrates radiological confinement ventilation, specialized laboratory and manufacturing spaces, and the supporting infrastructure required for advanced laser isotope separation research.

This is a hands-on project management role, not a program management or people management role. Initially, you'll personally lead the core project management work—including site selection, budgeting, scheduling, contractor coordination, site oversight, design reviews, permitting support, and construction management. As Hexium's facility portfolio expands, a team may eventually grow around this role, but success initially depends on your ability to drive projects from inception through completion.


What You'll Do

Site Selection and Lease Execution

  • Personally lead site search and evaluation against facility requirements (floor loading, clear height, power, waste-disposal proximity, zoning)
  • Drive site due diligence with the Hexium legal and executive team; support lease negotiation and execution
  • Serve as Hexium's day-to-day liaison with the landlord throughout occupancy

Design & Construction Management

  • Manage the A/E firm or design-build contractor through all design phases and into construction
  • Serve as Owner's Representative on all construction activities: track schedule and budget, attend site meetings, review submittals and RFIs, manage punch lists, and coordinate final inspections and certificates of occupancy
  • Ensure construction quality meets Hexium requirements and applicable building codes; coordinate with Hexium's QA function on owner inspection activities at key milestones
  • Develop construction and facility budgets and coordinate amongst internal and external stakeholders

Facility Fit-Out for Radiological and Classified Operations

  • Oversee design and installation of the systems used in radiological research.
  • Own MEP scope (power, compressed gas, vacuum rough-pump, cooling water, process drains)
  • Coordinate directly with Hexium's regulatory team so the facility matches license conditions
  • Manage fit-out of laboratory benches, equipment pads, and utility connection points for process equipment; coordinate space planning and floor loading requirements with the equipment procurement team
  • Oversee classified manufacturing area setup, including access control hardware, compartmented workspace, and coordination with security personnel during installation

Commissioning & Compliance

  • Drive punch-list closure and obtain all required occupancy certifications; coordinate radiological baseline survey prior to first material introduction
  • Maintain facility compliance documentation: HVAC filter records, ventilation performance tests, and other building-level records required under the facility's radioactive materials license


Requirements

  • B.S. in Mechanical Engineering, Civil Engineering, Construction Management, Architecture, or a closely related field
  • 5+ years of construction project management or Owner's Representative experience, including at least one specialized laboratory, industrial, or controlled-environment facility
  • Direct experience reviewing, tracking, and managing capital project budgets developed by A/E firms or GCs
  • Working familiarity with MEP systems and the ability to coordinate across mechanical, electrical, and plumbing design packages
  • Experience managing general contractors, A/E firms, and specialty subcontractors through construction and fit-out
  • Proficiency with project management tools such as Primavera P6, MS Project, or Wrike
  • Strong organizational skills tracking submittals, RFIs, change orders, and punch lists across multi-discipline projects
  • Security Requirement: Candidates must be able to obtain and maintain a DOE Q-level security clearance
  • Export Controls Compliance: This role will be exposed to export-controlled information and requires compliance with applicable export control laws and regulations


Preferred Qualifications

  • Experience with radiological or nuclear facilities, cleanrooms, BSL-2/3 laboratories, or other controlled-environment construction requiring specialized ventilation and contamination control
  • Familiarity with HEPA filtration systems, negative-pressure ventilation design, or similar confinement ventilation concepts
  • Experience with classified area construction requirements (SCIFs or equivalent)
  • Background in facilities management, including HVAC maintenance programs and building systems contracts
  • OSHA 30 or equivalent construction safety certification
  • PMP, CCM (Certified Construction Manager), or equivalent credential
  • Familiarity with construction within federal complexes and facilities


Physical Requirements & Work Environment

  • Ability and willingness to travel
  • Ability to walk active construction sites regularly, including uneven terrain, unfinished floors, scaffolding, and areas accessed by ladder or stairs
  • Ability to stand and walk for extended periods during site walks, inspections, etc.
  • Ability to climb ladders and stairs, and to access elevated, confined, or below-grade work areas as needed to verify construction and MEP installation
  • Ability to wear required personal protective equipment for extended periods, including hard hat, safety glasses, hearing protection, steel-toe boots, and once the facility is operational, radiological or contamination-control PPE (e.g., coveralls, respirators, dosimetry badges) as required by facility protocols
  • Ability to occasionally lift and carry up to 30 lbs. (drawings, samples, tools, equipment)
  • Visual acuity sufficient to review construction drawings, redlines, submittals, and equipment nameplates/labeling in the field
  • Manual dexterity sufficient for field documentation, equipment inspection, and use of standard office and field technology (tablets, laptops, measuring tools)
