Job description

Cervello Global Corporation dba Cervello Technologies is looking for a Resource Manager to provide supports to the USMC Operational Forces, Operations in the Information Environment (OIE) establishment organizations, and encompasses disciplines of Information Environment (IE) capabilities development and integration. Further, contracted services will include: signature management, IE analysis, Operations Security (OPSEC), Military Deception (MILDEC), Psychological Operations (PSYOP), Publicly Available Information (PAI), program management, and intelligence technical support functions.

Place of Performance is in Quantico, VA

JOB DUTIES / EXPERTISE:

  • Assist government project managers with the preparation, coordination, monitoring, and execution of resource actions from program development through budget execution. Contractor shall have experience working with Marine Corps accounting tools and business systems.
  • Interpret program and dollar guidance received from HQMC
  • Analyze input from staff elements and establish a schedule for logical sequencing and timely accomplishment of program and budget cycles for multiple appropriations
  • Analyze budget estimates and supporting data; provide recommendations to assure compliance with regulatory and legal limitations and restrictions within the major resource programs
  • Assist and monitor expenditure of budgeted funds through staff coordination and examination of accounting records
  • Coordinate and react to resource/funding/programmatic changes, and evaluate the effect of cost and program changes on the US GOVERNMENT budget execution process
  • Prepare and work to resolve regular and special budget reports to include: unliquidated obligations, unmatched disbursements, liquidations greater than expenses, commitments not equal to obligations, outstanding travel orders
  • Assists with financial audits and dormant account review
  • Participate in the monitoring of year-end closing
  • Monitor budget execution against quarterly benchmarks and recommend adjustments
  • Monitor travel and training budgets execution
  • Provide and analyze monthly status of funds report and compare data against current-year budget execution
  • Assist in drafting justification memorandums for additional funding requirements as required
  • Prepare budget briefings as required
  • Develop and submit ad-hoc reports as required
  • Contactor may periodically support requirements via telework based on mission need and at the direction of the Government Lead.
